This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
The Electronic Proving Ground (EPG) mission statement: The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield.
The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, credit for Leave Accrual. Incentives may be authorized IAW agency policy.

Water activities are available at two nearby lakes, and the city’s Cove Aquatic Center. There is a weekly Farmer’s Market and many holiday festivals throughout the year. The city is just a short drive away from Southern Arizona’s bustling wine country, Cochise County alone has over 10 wineries. Sierra Vista is home to a community college and two universities. Fort Huachuca’s Housing Office even offers local relocation assistance for our Civilian workforce. Those wishing to live in Tucson for additional housing options and work on post, may utilize a weekday shuttle.

Job Responsibilities

Serves as an expert analyst on various projects, requiring application of a wide range of qualitative system analysis, management support principles, processes, and audits of data.
- Assist program managers in determining requirements for preparation, documentation, and submission of budget requests.
- Review, edit and make modifications to budget requests, as necessary, to assure they conform to the organization, higher headquarters, and DA requirements.
- Support Directorate level facility issues with funding and planning, safety, and security.
- Ensures that data is complete and valid with respect to fulfilling requirements of the various plans/programs
- Coordinate budget actions and serve as a liaison with program managers, test directors and support activities regarding reimbursable funding procedures.
- Inspects programs to determine status and requirements for immediate or long-range projects and requirements, ensures data formulation for incorporation into a management plan, and advises Resource Management of unfunded requirements for input into the Installation budget process that will affect said projects.

Helps identify critical issues and determines how they may be resolved/accomplished, as well as determines support required to meet mission functions, ensuring adequate organization support, and customer satisfaction.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the specialized experience qualification requirement listed below:
Specialized Experience
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11.)
One year of specialized experience equivalent to the GS-11 that demonstrated experience:
Programming, planning and analyzing execution of unique, complex mission support for Technology Investment Programs.
Studies, analyzes, develops and recommends resources and support capability for projects.
Plan, organize, and direct teams of professional engineers, technical, administrative, management personnel (both intra and interagency), and contractors pursuing a variety of research, developmental, and acquisition tasks in support of assigned investment programs.
