This Resource Management Analyst position is located within the U.S. Army Test & Evaluation Command, U.S. Army Evaluation Center (AEC), Ballistic Missile Defense Evaluation Directorate (BMDED) REDSTONE ARSENAL, AL. 

Job Responsibilities

  • Serves as a Resource Management Analyst for the Ballistic Missile Defense Evaluation Directorate (BMDED) within the Army Evaluation Center (AEC), with comprehensive responsibility for all aspects of resource management analysis.
  • Serves as a BMDED and Missile Defense System Operational Test Agency (MDS OTA) subject matter expert on all matters related to financial management, budget, accounting system analysis, program management, manpower and contract analysis and execution of total operating budget.
  • Present MDS OTA’s total manpower and funding requirements to the Missle Defense Agency (MDA) for the annual Program Objective Memorandum (POM) and budget validation cycles.
  • Responsible for providing advice and assistance to the BMDED and OTA Director and staff for resource management activities.
  • Responsible for planning, assessing, programming, budgeting, managing, executing, directing, and coordinating resource management activities for MDS OTA and Service OTAs.
  • Interprets resource, workload, and budget data provided along with other highly complex financial reports and information.
  • Adheres to the scope and intent of general policies, procedures, and directives. Implements financial policies binding upon the MDS OTA.
  • Oversees the strategic resource management direction for vital Army programs with long-term impact on how evaluations are conducted and resourced.
  • Ensures the preparation of budget justification statements, consolidates budget estimates, analysis of costs, preparation of funding status, reports, and distribution of funding information.
  • Exercises delegated comprehensive responsibility for developing and recommending for approval, submission of the annual financial requirements for the Program Objective Memorandum (POM).
  • Enforces policies, recommends plans and courses of action affecting the MDS OTA resource management functions; gains understanding of problems, program requirements, and reports on progress, status, and program operation.
  • Responsible for investigating and resolving critical funding issues, policies, plans, and courses of action that impact the MDS OTA resource management function. Reports MDS OTA funding andbudget status to MDS OTA Director.
  • Analyzes inputs from MDS OTA and all Service OTAs. Analyzes historical data and coordinates with senior leadership to identify major problem areas, develop and analyze resource needs, and forecast workload and long-term funding requirements to aid in budget formulation and management.
  • Implements innovative solutions to prevent the reoccurrence of deficiencies which may involve diverse, highly complex problems across multiple organizations or tasks.
  • Coordinates submission to MDA Director of Test (DT) budget section and prepares supporting documentation with appropriate MDA DT sections.
  • Monitors the execution of current year budget for MDS OTA and Service OTAs utilizing monthly status of funds reports.
  • Develops resource recommendations on mission realignments to ensure efficiencies and mission success to support ATEC leadership, higher authority, and other management decision making.
  • Serves as the Contract Officer Representative (COR) for a multimillion-dollar contract Provides contract administration as defined by the Performance Work Statement (PWS), which includes reviewing contractor monthly status reports, reviewing and verification of invoices, submitting monthly COR Status reports, oversight of the contract budget and updating of the funding tracker to ensure sufficient funds remain for contract execution.
  • Establishes contractor performance standards and writes contractor evaluations.
  • Serves as the liaison on technical matters between the Chain of Command, Contracting Officer (KO) and contractor.
  • Serves as the liaison on all funding matters between MDA, MDS OTA and ATEC Budget section to include purchase requests (PRs) through GFEBs.
  • Serves as the Trusted Agent for MDS OTA and maintains an account within TASS to issue Common Access Cards (CACs) for the     contractors.
  • Serves as the Contractor Monitor in ACCS to review, approve or disapprove clearance requests up to the Top-Secret level.
  • Oversees administration of DD Form 254 Contract Security Classification Specification via ACCS.
  • Keeps abreast of new contracting policies, procedures, regulations, directives, etc. and recommends improvements to contracting issues/polices, programs and systems designed to increase efficiency and economy of the overall organization. Develops all required contracting documentation for either a re-compete or to execute a contract option period.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

  1. Knowledge of quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions.
  2. A comprehensive working knowledge of financial oversight, budget formulation and execution practices, contracting, methods, and techniques as well as knowledge of program analysis and practices, policies, and functions necessary to accomplish detailed analysis.
  3. Knowledge of policies, objectives, and priorities of overall Command funded programs in order to monitor, evaluate, and report on organizational performance, develop recommendations on utilization of funds, and design Command management approaches.
  4. Comprehensive knowledge of the sources, types and methods of funding for assigned budget and the budgetary and financial relationships between assigned budget and the budgets and programs of other agency components and organizations.
  5. Knowledge and understanding of the agency budget formulation process in order to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives of assigned funds.
  6. Knowledge of financial management analysis techniques sufficient to analyze financial and budgetary relationships; and develop recommendations for financial and/or budgetary actions under constraints and time pressures.
  7. Knowledge of government contracting laws, regulations and polices including contract types, methods and techniques, contracting operations, procedures of Department of Army and ACC contracting requirements and familiarity with commercial contracting processes of business and industry, with a special emphasis on Contract cost/price issues, pre-award and post award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans, and contract changes for propriety of acquisition method, contract type and documentation.
  8. Ability to gather, assemble, analyze, and prepare strategy for presenting, explaining, documenting, and justifying budget requests to senior management officials. Skill in written and verbal communication in order to develop informative procedures as guidance for managers; to provide training, assistance and advice to counterparts, team members and managers; and to prepare reports and present findings.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
