ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $122,683 including locality.
 
ATEC has various incentives that may be available for highly qualified candidates, including recruitment incentives, relocation incentives, student loan repayment, and credit for leave accrual. Incentives may be authorized IAW agency policy.

Job Responsibilities

Responsible for the conceptual design, planning, execution, and reporting results of operational tests, evaluations, and experiments. Provides training and guidance to assigned organization personnel.
 
Manages long and short-range test scheduling and planning with guidance from supervisor or the test director. Ensures that assigned tests are planned, executed, and reported in concert with assigned milestones.
 
Coordinates test issues with OTC staff, external agencies, and higher headquarters.

Reviews a variety of documents including test documents (Operational Requirements Documents, Critical Operational Issues, Test and Evaluation Master Plans, System Evaluation Plans, Outline Test Plans, Event Design Plans, Detailed Test Plans, Test Data Reports, and Test Support Plans) and general correspondence. Documents are reviewed for adequacy and content in support of operational testing.
 
 Analyzes the advantages and disadvantages of various approaches, in view of the supervisor's intended purpose and guidance, and applies judgment, discretion, and knowledge in executing the appropriate action.
 
Receives tasking and assigns to appropriate personnel for action to meet mission requirements. Conducts research, reports findings, makes conclusions, and solves problems.

Responsible for monitoring workload and available resources, resolving conflicts or recommending course of action to decision-makers.
 
Develops staff studies, presents briefings, and develops charts and graphs to present conclusions or to make recommendations. 

Maintains knowledge of military testing, equipment, doctrine, organizations, and other pertinent factors affecting tests. Maintains knowledge of the capabilities of the automated instrumentation data collection systems and automated test management systems peculiar to the organization assigned.
 
Attends planning and review meetings with responsibility for providing specialized information or recommendations concerning test activities and test support capabilities.

Performs the full range of administrative and technical supervisory duties. Provides supervision, assistance, and guidance to assigned work force. Writes position descriptions, develops performance standards, prepares ratings and/or provides rating input, makes assignments, and reviews projects upon completion.
 
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters; interviews and recommends selection of candidates for positions, promotions, and reassignments; hears, and resolves complaints from subordinates.
 
Approves leave. Exercises full authority as a member of management in assessing contribution and preparing statements of duties and experience for employees.

Specialized Experience

This definition of specialized experience is one year of work performed at the next lower grade/level position in the federal service NH-02/GS-11.
 
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Knowledge of the mission, function, goals, objectives, and organizational structure for operational testing and operational testing resource procedures.

- Knowledge of the processes pertaining to the development and management of operational tests and experiments.

- Knowledge of military test concepts, principles, practices, and doctrine to plan, execute and report on operational testing.

- Knowledge of military test documents.

- Knowledge of the capabilities of automated test management and instrumentation systems.

- Knowledge of data collection methodology.

- Ability to execute projects and/or studies within established financial and time constraints.

- Ability to communicate effectively.

- Ability to write clearly and logically.
