Job Responsibilities
ABOUT THE POSITION: Serves as an Entry Level Employee/Recent Graduate within the U.S. Army Evaluation Center (AEC) learning the role of Evaluator, Analyst, or Test Manager. The Entry Level Employee/Recent Graduate program is a full-time position with work assignments, training, and self-development as you progress from entry level to a full performance position. Promotion Potential is GS-12/NH-03.
What Degrees or experience are you looking for?
We are looking for Entry Level/Recent Graduates who have Engineering, Math/Statistics, Operations Research, or any Physical Science (Physics, Biology, Chemistry, etc.) degrees.
What type of work will I be doing as an Entry Level Employee/Recent Graduate with the organization?
Entry Level Employee/Recent Graduates in AEC do a variety of work. The first thing we would do upon your arrival is start formal training. Training would help provide more details about the work of our overall organization and how we fit into the larger Army Acquisition picture. We will then work to pair you with senior analysts, evaluators, or test managers to start shadowing, gradually handing you more responsibility and ownership of projects. Every piece of equipment that a Soldier touches has to pass through us for an evaluation. We evaluate everything! You will participate in developmental assignments to help round out your experience. You will gain a broad experience to help form an understanding for what we do at AEC.
What does an Evaluator do?
When the Army wants to purchase a new tank (as an example), we work with the developer to come up with a plan to test it. Then, that system goes to an ATEC Test Center to be tested. We review and analyze the data to determine whether it meets the needs of the Army. We then write a report on how it performed so that the Army can decide whether to buy it. We oversee the whole test and evaluation process.
How long is the Entry Level Employee/Recent Graduate Program?
Our Entry Level Employee/Recent Graduate Program is typically three years of training with non-competitive placement to a permanent position. Full Performance is GS-12/NH-03.
Job Qualification
U.S. Citizens who meet the basic qualifications/requirements for the following job series:
1301 - General Physical Science
1529 – Mathematical-Statistics
1515 - Operations Research Analyst
In order to qualify, you must meet the basic qualifications/requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Competencies Desired: Data analysis, modeling and simulation, communication (oral/written), problem solving, conflict resolution, hands-on lab/field experiences, logical/critical thinking, high-level projects, leadership skills.
GS-05: No specialized experience. OPM Basic Qualifications have to be met.
GS-07: In addition to basic qualifications, one year of specialized experience which includes 1) Performing routine scientific or engineering tasks to assist higher level employees. 2) Knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed; OR
Education substitution: 1 year of graduate-level education or superior academic achievement. (GPA of 3.0 or higher)
GS-09: In addition to basic qualifications, one year of specialized experience which includes 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects; and 2) Assisting with analyzing/evaluating scientific data in the solution of scientific or engineering problems; OR. Education substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Must be able to obtain and maintain a Secret Security Clearance.
Note: Although this position currently only requires a Secret clearance, some work we do requires a Top Secret clearance. There is a possibility you may be requested to obtain a Top Secret clearance at a later time. For a Top Secret security clearance, or a Top Secret security clearance with Sensitive Compartmented Access (SCI), personnel must pass a drug screening and will be subject to periodic and random drug testing thereafter in accordance with AR 600-85 and Department of Defense Directive 2010.9. -

Due to the pandemic, this position is currently teleworking 100% of the time except as needed in the office to work with classified documents and data. When the office returns to normal capacity, teleworking is authorized by the current command policy. Remote work is not authorized.

This position may require temporary duty (TDY) travel up to 25% of the time. Must be willing and able to travel on military and commercial aircraft.

This position has a training and certification requirement after employment begins. AEC will provide access to all the Army training necessary for you to achieve certification.
