Position:  Military Test Plans Analyst
GS-0301-11, Salary Range including Locality: $66,214 to $86,0724.
Promotion Potential FPL GS-0301-12/NH03
Note:  
1.  OTC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features the demonstration project will replace the GS grade levels with occupational families and pay bands. 
 
2.  The position at FLP GS-12 will convert to AcqDemo NH-03, if the selectee meets GS-12 requirements. NH-03 is GS12 equivalent and it notes the maximum salary at the GS12 step 10 pay rate is $103,676 (including locality). The salary for this position will set no higher than $103,676 including locality.

Job Responsibilities

 Serve as expert in the areas of planning, executing, and reporting assigned tests or experiments using technical and tactical experience.

-Conducts rigorous operational tests, assessments and experiments in order to provide essential information for the acquisition and fielding of War-fighting systems. The work involves the systematic examination of test requirements and alternative courses of action in terms of effectiveness, suitability, survivability, and cost to ensure adequate test design. 

- Projects require an in-depth understanding of the Army’s operations; materiel and logistics systems; organizational relationships and familiarity with tactics, techniques and procedures (TTP).

- Assignments require extensive contacts throughout the acquisition community, the Army and DoD.
 
-Prepare briefing documents such as background reports, memoranda, and audio visual aids, including DA and DoD level, as required.

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. -  Requires in-depth knowledge of systems, equipment, materiel, concepts, and doctrine related to the area of expertise (Combat Service Support; Mobility and Survivability; Maneuver (Armor, Infantry, Aviation); Fire Support; Communications, Command and Control; Information Systems; Air Defense; and Intelligence. 

- Requires knowledge of Army organizational structure, capabilities, functions, and mission responsibilities in area of expertise, including current military doctrine and concepts.    
 
- Requires user-level knowledge of computer software, data base management systems, and computer-based instrumentation systems used for collection and management of operational test data.
 

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Oral Communication
The duties of the position as described by management include two-grade interval administrative work for which no other series is appropriate. The primary purpose of the position is to serve as a Military Test Plans Analyst coordinating the efforts of a team in planning, executing, and providing data and reporting of completed tests. The work requires knowledge of test and evaluation procedures, capabilities and limitations of infrastructure, matrix professional support, military doctrine in the context of conventional and/or unconventional warfare and weapon systems as well as stakeholders in tests being completed. Such positions which require as paramount qualification requirements in subject-matter knowledge, such as in this case testing and evaluation, equivalent to fully-trained employee in a particular subject-matter occupation are excluded from the GS-0343series and should be classified in the GS-0301 Miscellaneous Administration and Program series.

1. This position requires temporary duty (TDY) travel up to 40% of the time. 

2.  Duties may require the employee to stand for long periods, walk over rough, uneven, or rocky terrain, bend, crouch, stoop, stretch, reach, and lie on the ground outdoors. Duties may also require climbing into or onto such vehicles and equipment as tanks, armored personnel carriers, or helicopters, and therefore require mobility, agility, and dexterity. 

3.  May be required to operate military vehicles (1/2 ton or less) at test sites. Employee must obtain and maintain a valid state, installation and/or DoD driver’s license. Depending on the type of test being conducted, duties may require access to arms and ammunition and will be subject to the Lautenberg agreement.

Travel Requirements

Majority of Travel will be up to 20%/Some positions travel up to 40% (Dependent on Position/Location/Organization)
