Job Summary
The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority to recruit and appoint qualified candidates to the positions in the competitive service at Yuma Proving Ground, Yuma, AZ.
About the Position: This is a developmental Budget Analyst, GS-0560-07/09/11 position for the Resource Management Directorate Budget Division. Selected candidate will serve as trainee engaging in prescribed agenda of formal/informal classroom training on-the-job training, and self-development. Training emphasizes the experience and practical understanding of budget concepts; application of accepted budget practices; and the identification, analysis, and solution of budgetary problems through progressively more specialized and responsible work assignments.
A selection may be made at GS 7, 9 or 11 with promotion potential to the GS-11.
Job Responsibilities
- Performs a variety of training and developmental assignments involving the procedural and technical aspects of budget analysis related to single fund, single operating program
- Budgetary processes of analysis, verification, forecasting, and development of detailed portions of the budget
- Procedures of a technical nature in the various subject matter areas of budget administration
- Analysis and comparison of obligations and expenditures
- Assists higher graded analysts on the more complex budget projects and details of reprogramming funds
- Recommendations are limited to matters covered by established fact and guidelines
- Determine funds are being used on a timely basis to support the organization’s mission
- Write brief and factual reports detailing the purposes for which funds were obligated and expended (e.g., travel, overtime, or office supplies)

GS-07
Specialized Experience: One year of specialized experience which includes, 1.) Coordinating working groups, such as collecting data from collaboration groups and making sure data is collected for assigned projects on time to support the mission; 2.) Performing administrative functions such as setting up working groups, scheduling meetings, reviewing financial documents and verifying checklists; AND, 3.) Processing information such as data entry, processing written documentation and financial documents in relation to on-going projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Financial Analysis or Fiscal Management Applied Economics.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
Superior Academic Achievement is based on:
1. Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09
Specialized Experience: One year of specialized experience which includes, 1.) Utilizing analysis tools to generate financial documents such as contracts, financial data analysis reviews and cost projections to support the mission; 2.) Monitoring account expenditures via automated systems to ensure program funding is available at all times; AND, 3.) Maintaining standard operating procedures within the organization to generate continuity across the staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Financial Analysis or Fiscal Management Applied Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11
Specialized Experience: One year of specialized experience which includes, 1.) Managing funding programs across operating accounts and reimbursable accounts to ensure the command's spending plan is adhered too; 2.) Communicating financial matters such as issues and concerns related to spending to customers and operational staff; AND, 3.) Analyzing data such as spending, seasonal costs adjustments, projections and developing overages to support funding needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Financial Analysis or Fiscal Management Applied Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- GS 07 - Financial Management Level 1 Certification must be obtained and maintained within 2 years.
- GS 09/11 - Financial Management Level 2 Certification must be obtained and maintained within 4 years.
