Job Summary

The United States Army Test and Evaluation Command is posting this advertisement to fill a current vacancy. The chosen candidate will serve as a Program Analyst supporting Yuma Test Center, Business Operations Division, at Yuma Proving Ground, AZ. A selection will be made soon after the closing date. Selection of this position is permanent and will be made at the NH-03.

*Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $122,683 including locality.

*There is no immediate change in pay for reassignment within the NH-03 pay band.

Job Responsibilities

This position is located within the Business Operations Division of the Yuma Test Center (YTC), US Army Yuma Proving Ground (YPG).  Serves as the Senior Program Analyst for YTC performing analytical and evaluative work in support of varied, complex, and highly visible programs.

 

As a Program Analyst, you will:

  • Serve as expert advisor to management applying extensive knowledge of the mission, organization, and work processes to conduct analysis and summarize results
  • Monitor organizational budget execution; conduct cost benefit analysis to ensure efficient utilization of resources
  • Independently plan and carry out projects, applying qualitative and quantitative methods for program assessment and identify areas needing improvement
  • Develop and implement command directed actions, working in conjunction with other analysts and subject matter experts
  • Conduct program management activities and oversight of various programs; Develop and implement program-related policies, procedures and guidance. 
  • Provide regular updates to senior leaders to present results of analysis and provide input to resource utilization and execution decisions

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Developing, interpreting, and analyzing reports and data extracts from automated databases and summarizing results for decision making; 2) Applying analytical methodologies for program assessment; and 3) Leading organizational process change. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Conditions of Employment
