Job Summary

This Management and Program Analyst position is located at U.S. Army Aberdeen Test Center, S1 Directorate in Aberdeen Proving Ground, Maryland.
The U.S. Army Aberdeen Test Center plans and integrates developmental testing, independent operational testing, independent evaluations, assessments and experiments to provide essential information to Soldiers and into the hands of acquisition decision makers supporting the American Warfighter.

 

Job Responsibilities

Serves as a Management and Program Analyst in the S1 Directorate with responsibility to review and analyze a wide variety of policies, hiring practices, develops projections of personnel and/or position needs to support the command mission, management objectives, and organizational goals/structure. Interprets and explains regulatory and procedural requirements to the workforce on matters related to personnel management. Coordinates required personnel and position actions utilizing EMPREs, AUTONOA, and DCPDS. Tracks actions to ensure established milestones are me. Analyzes requirements of assigned program areas such as awards, training, developmental students, and leave. Reviews and interprets new and/or revised procedures, policies, regulations, laws, etc., affecting assigned program areas.  Identifies resources required to support program operations; and recommends, plans, develops, and implements alternate program management approaches for improving program areas. Identifies and develops data required for use in the management and direction of assigned programs; analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives; develops new or improved program evaluation plans, procedures, and methodology.

Specialized Experience

NH-02 (GS-11): 1) Knowledge of pertinent laws regulations, policies and precedents which impact the use of program support resources; 2) Skill in applying analytical and evaluative techniques to identify and resolve problems. 3) Experience developing and implement processes/procedures to monitor or improve program effectiveness. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Conditions of Employment

Must be able to obtain and maintain a Secret Security Clearance.
May be required to serve a 2-year probationary period.
