Job Summary

  • POSITION: Division Chief (Acting)

  • PLACE OF WORK: This position is located at the U.S. Army Evaluation Center (AEC), Mounted Systems Evaluation Directorate (MSED), MSS Division, APG, MD.

  • PERIOD OF ASSIGNMENT: Beginning 31-Mar-25 for approximately 4 months.

  • ABOUT THE POSITION: This position provides the opportunity to serve as the Division Chief of the Mounted Systems Suitability Division.

  • WHO MAY APPLY: Open to current high performing NH-04 (or equivalent) AEC, ATEC and ATEC HQ employees only who qualify for the 0801, 0401, 1301, or 1515 job series.

Job Responsibilities

  • 1. The Division Chief is responsible to the Technical Director and Director, MSED for total mission accomplishment affecting the Division. This involves workforce planning, recruitment and selection of key civilian employees, installation of internal controls, and implementation of Equal Employment Opportunity program objectives. The incumbent judges the performance of personnel and establishes outcomes/goals, guidelines and performance standards in relation to such mission accomplishments. Reads and interprets governing policies, directives, regulations, public laws, applicable guidelines and other similar materials in order to identify and evaluate current and long range operational requirements. The work is characterized by a high degree of cross function complexity and severe time-constraints. 

    2. Supervises a division of up to 20 personnel to include civilian employees and military personnel. Assigns work to subordinates based on priorities, difficulty and requirements of assignments, and the capabilities of employees. Provides technical oversight. Develops performance plans and rates employees. Identifies developmental and training needs of employees, provides and/or arranges for needed developmental and training. Assures reasonable equity of individual employee performance objectives, standards and ratings among employees assigned. Recommends performance awards and salary/bonus distribution of subordinate employees. Evaluates work performance of subordinates, gives advice, counsel, or instruction to employee on both work and administrative matters. Selects and interviews candidates for positions in the section; makes recommendations for appointment, promotion, or reassignment of such positions. Hears and resolves complaints from employees; refers more serious unresolved complaints to higher supervisor or manager. Effects minor disciplinary measures such as warning and reprimands; recommends other actions in more serious cases. 

    3. Responsible for test and evaluation planning, coordination, execution, and reporting of the integrated testing and evaluation of a diverse of assigned systems. These systems may be Joint, Army, other Service, or other agency programs of record. The division chief performs external coordination as needed to support the acquisition process and the ATEC System Team (AST). The incumbent is responsible for the timeliness and quality of products for assigned systems, including responsiveness to the needs of the customer. The division chief ensures that evaluation plans and reports sufficiently address effectiveness, suitability, survivability, and safety. The incumbent is responsible for integrating developmental and operational testing to the maximum extent feasible; and test programs are tailored and integrated. The division chief also ensures that evaluation planning employs design of experiments, common instrumentation, and modeling and simulation where appropriate to achieve evaluation objectives, as well as guides the development of databases to store and facilitate retrieval of results from diverse tests in support of system evaluations. The incumbent is responsible to ensure evaluation results are factual and presented in a clear concise manner. The incumbent participates in formal reviews of acquisition policies, plans, and requirements documents.
