U.S. Army Operational Test Command (USAOTC), Fort Cavazos, TX
ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $134,435 including locality.

Job Responsibilities

Serves as a Supervisory Military Test Plans Analyst in a test directorate in the Operational Test Command. Responsible for the conceptual design, planning, execution, and reporting results of operational tests, evaluations, and experiments. Provides training and guidance to assigned organization personnel. Manages long and short-range test scheduling and planning with guidance from supervisor or the test director. Ensures that assigned tests are planned, executed, and reported in concert with assigned milestones. Coordinates test issues with OTC staff, external agencies, and higher headquarters. Reviews a variety of documents including test documents (Operational Requirements Documents, Critical Operational Issues, Test and Evaluation Master Plans, System Evaluation Plans, Outline Test Plans, Event Design Plans, Detailed Test Plans, Test Data Reports, and Test Support Plans) and general correspondence. Applies broad guidance to accomplish specific tasks using foresight and experience to ensure mission accomplishment. Analyzes the advantages and disadvantages of various approaches, in view of the supervisor's intended purpose and guidance, and applies judgment, discretion, and knowledge in executing the appropriate action. Receives taskings and assigns to appropriate personnel for action to meet mission requirements. Conducts research, reports findings, makes conclusions, and solves problems. Monitors' workload and available resources, resolving conflicts or recommending course of action to decision-makers. Develops staff studies, presents briefings, and develops charts and graphs to present conclusions or to make recommendations. Develops logical recommendations in test support that will maximize test success at the lowest cost. Maintains knowledge of military testing, equipment, doctrine, organizations, and other pertinent factors affecting tests. Maintains knowledge of the capabilities of the automated instrumentation data collection systems and automated test management systems peculiar to the organization assigned. Attends planning and review meetings with responsibility for providing specialized information or recommendations concerning test activities and test support capabilities.

Performs the full range of administrative and technical supervisory duties. Provides supervision, assistance, and guidance to assigned work force. Maintains position descriptions, develops performance standards, prepares ratings and/or provides rating input, makes assignments, and reviews projects upon completion. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters; interviews and recommends selection of candidates for positions, promotions, and reassignments; hears, and resolves complaints from subordinates. Approves leave. Exercises full authority as a member of management in assessing contribution and preparing statements of duties and experience for employees.

U.S. Citizens who meet the minimum qualification requirements for the following series:

Military Test Plans Analyst (0301)
Miscellaneous Administration and Program Series, 0301
 

Specialized Experience

One year of specialized experience which is typical work performed at the next lower grade/level position in the federal service (NH03 or GS12), including: 

1) Possessing an expert knowledge of DoD, Army, and ATEC regulations, policies, and guidelines for the conceptual design, planning, execution, and reporting results of operational tests, evaluations, and experiments. 

2) Possessing expert knowledge for managing milestones in ADSS for operational tests, evaluations, and experiments .

3) Extensive experience in managing the planning, coordination, execution, and closing of operational tests, evaluations, and experiments at remote locations.

  • Ability obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.  A background investigation and credit check are required.
  • This is an Army Acquisition, Logistics, and Technology workforce position. Selectee must meet position requirements for Test and Evaluation certification within 60 months of entrance on duty.

Travel Requirements

Majority of Travel will be up to 20%/Some positions travel up to 40% (Dependent on Position/Location/Organization)
