PLACE OF WORK: This position is located at the ATEC G8 (Resource Management Directorate) Execution Division with duty location at Aberdeen Proving Ground, MD.

This position is a developmental NH-02 Target NH-03 position. This position may be filled at any broadband level.
 

Job Responsibilities

Selection may be made at the NH-02 level or NH-03 full performance level.


At the NH-02 level: This is a developmental position designed to provide assignments and on the job or formal training which broaden experience and knowledge, and strengthen skills and competencies for the incumbent to perform successfully at the full performance level. Duties and responsibilities of the position are essentially the same as the full-performance level with the exception of additional training and closer supervisory guidance and review for the more complex work.

Supervisory control, guidance and review is expected to become progressively less detailed as incumbent gains experience and competencies to perform the full performance level of the work

Incumbent may be promoted non-competitively to the full performance NH-03 level position, upon demonstrating ability to successfully perform at the full performance level; if work exists at the full performance level; increased responsibilities are assigned and successfully performed; supervisor recommends promotion; incumbent completes all required training and/or certifications identified by the supervisor; and incumbent completes all regulatory and other requirements for promotion. Consequently, promotion is not guaranteed, nor is the timeline.

Duties at the NH-03 full performance level include: 

  • Develops budget/program processes, procedures, and guidance for executing financial management plans and programs.
  • Analyzes budgetary impact of new or revised legislation, policies, and procedures.
  • Allocates funds to organizations/programs based on analysis of budget estimates, historical expenditures, projected workload and approved funding.
  • Provides financial advisory services for a major segment of the command budget, or for one or more test centers, based on knowledge of key financial regulations and policies.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

 

1) Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding.
2) Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
3)  Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
4) Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization.

  • Remote work is not authorized.
  • Must be able to obtain and maintain a Secret security clearance though the duration of your employment.
  • This position requires the employee to occasionally travel away from the normal duty station up to 15% of time.
  • Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter. 
  • This position requires Financial Management Level 2 certification within two years of appointment.
