PLACE OF WORK: 

Dugway Proving Ground is seeking applicants for a Chemist with experience in chemical warfare agents, toxic industrial chemicals, and biological compounds, in support of laboratory testing and evaluation for the Chemical Test Division, Chemical Analytical Branch for Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. Job Responsibilities

Analyzes a variety of analytical samples such as chemical warfare agents, toxic industrial chemicals, and biological compounds, in support of laboratory testing and evaluation, chamber testing and evaluation, and the conduct of field operational assessment tests, process air monitoring, regulatory or other test support activities. Analyses is conducted with a variety of state-of-the art techniques using laboratory and field analytical instrument such as, Nuclear Magnetic Resonance (NMR), Fourier Transform Infrared (FTIR), Gas Chromatography (GC), Gas Chromatography/Mass Spectrometer (GC/ MS), Liquid Chromatography/Mass Spectrometer (LC/MS), and field portable analytical instruments.  Uses other techniques such as, vapor generation, aerosol generation, decontamination, vapor monitoring, and sampling. Prepares analytes from complex matrices such as soil, asphalt, concrete, and biological materials. Responsible for documentation of new analytical methods in support of sample analyses as required by new test and evaluation programs. Maintains and repairs analytical instrumentation. Prepare and review analytical data packages.  Perform analytical work to meet the standards of precise QA/QC.  Determine the analytical instrument and equipment needs of the laboratory, evaluate new instruments, request funds, and prepare necessary paperwork for a purchase of new instruments.  Perform the contracting officer representative duty.  Prepare and present technical reports/data. Write and review standard operating procedures (SOPs).  Conduct laboratory experiments and/or the chemical syntheses.  

Duties below the GS-12 level will be developmental in nature and you will have greater supervision until you reach the full performance of the position.

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for the GS-11: To be found qualified, your resume must reflect one year of specialized experience: 1. Performing duties involving chemical analytical method execution, analytical instrumentation use, chemical formulation, characterizing new chemicals, basic chemical calculations, or application of sampling technology; 2Experience with handling/using chemical warfare agents or toxic industrial compounds in the testing of chemical detectors, personal protective equipment and decontaminants; 3. Communicating technical information with scientific and non-scientific audiences in writing or in person. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-09).

OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Chemistry or other re.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

 

Specialized Experience for the GS-12: To be found qualified, your resume must reflect one year of specialized experience: 1.Working with Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRNE) agents in a developmental or operational testing environment; 2. Performing duties involving chemical analytical method execution, analytical instrumentation use, chemical formulation, characterizing new chemicals, basic chemical calculations, or application of sampling technology; 3. Experience with handling/using chemical warfare agents or toxic industrial compounds in the testing of chemical detectors, personal protective equipment and decontaminants. 4. Communicating technical information with scientific and non-scientific audiences in writing or in person. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-12).

Conditions of Employment

  • Position requires applicant to obtain and maintain a Secret Clearance.

  • This position requires a pre-employment and annual physical due to enrollment in the Chemical Personal Reliability Program and the need to wear Personal Protective Equipment (PPE) such as a mask, respirator, gloves, suits, and lab coat.
  • This position is subject to pre-employment and random drug testing as this position requires the selectee to meet and maintain the requirements of AR 50-6 for enrollment in the Chemical Personal Reliability Program (CPRP).
  • The incumbent must obtain and maintain a DAWIA Practitioner Career level certification in Testing and Evaluation within 5 years of appointment.
  • This position requires the incumbent to obtain and maintain a valid state drivers' license.
  • This position requires working occasional overtime and weekends.
  • Position requires incumbent to file an OGE 450 (Financial disclosure) annually.
