About the Position: This position is located at the U.S. Test & Evaluation Command, G4 Directorate, Engineering, Facilities and Environmental Division at Aberdeen Proving Ground, Maryland.
Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $153,354, including locality.
Job Responsibilities
Responsible for the overall management of the ATEC Master Plan. Develops, analyzes,determines, and prepares necessary resources to correct real property excess/deficits; identifiesleast cost alternatives; relates installation development to local community development; identifies environmental impacts; applies sustainable development techniques, establishes future direction for managing and acquiring real property efficiently. Prepares planning documents and supporting information needed for the Real Property Master Plan including the ATEC Vision and Mission Plan,Area Development Plans (ADPs), Installation Planning Standards (IPS), Capital Investment Strategy(CIS), Long Range Component and Real Property Master Plan Digest. Provides technical direction to the Real Property Planning Board (RPPB) on all aspects of construction and programming; receives RPPB project and site approval votes. Process site approval packages to IMCOM HQ and Explosive Safety Board for approval. Develops the Command construction program, prioritizes project needs,and develops the annual Facility Investment Plan (FIP) to include Military Construction Army (MCA),Unspecified Minor Military Construction Army (UMMCA), and Restoration & Modernization (R&M)projects, manages Planning Charrettes, prepares 1391s, presentation slides for FIP Wargames, then track deliberations, CoC & GOSC sessions until project is realized in the Future Years Defense Program (FYDP). Prepares and conducts command level Real Property Planning Boards. Provides program/project status for and actively participates in Installation Planning Board meetings as required. Prepares documents and supporting information recommending procedures and technical criteria for development of Land Use Plans, Environmental Baseline Studies, Transportation Plans,Utilities Studies, Communication Plans, Historic Preservation, Physical Security, and Natural Resources Plan. Assesses space utilization via the Installations PRISMs database as required. Assists real property personnel in space management and unit stationing. Oversees the Real Property Planning and Analysis System (RPLANS). Uses the Installation Status Report – Infrastructure (ISR-I) and writes project justifications to gain senior leader support for requested projects. Submits annual Charrette request to support future MCA and UMMCA projects. Coordinates with tenant and Garrison facilities staff on all space requirements in support of Army Regulation and Guidance.
Job Qualification
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal Service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
1. Professional knowledge of master planning concepts and principles as related to real property management.
2. Ability to recognize and analyze problems, conduct studies, execute projects, summarize results, and make appropriate recommendations within established financial and time constraints.
3. Ability to communicate, both orally and in writing.
4. Knowledge of the Army Plan, Program, Budget and Execute (PPB&E) process as it applies to Real Property Master Planning, Facility Investment, Engineering and Management.

- This position requires temporary duty travel (TDY) up to 25% of the time.
