  • This is a Temporary Promotion / Temporary Reassignment as a Technology Officer for the Advanced Technology Office (ATO) position at ATC.

  • The position is open to current ATEC, AEC, and ATC CIVILIAN employees only.

  • The assignment will be for up to one year and may be extended or ended early.

  • The mission of the U.S. Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading-edge instrumentation and test methodologies.

  • ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NH-04 Professional/Evaluator/Tester/Analyst control point of the ATEC Control Point Policy is monetarily equivalent to the GS-14 salary range; this position is subject to the NH-04 Professional/Evaluator/Tester/Analyst control point (Total salary cannot exceed $186,304).

Job Responsibilities

Develops and oversees command-wide strategic programs and plans of action that define the test center's role and mission under DOD/DA directives and initiatives. Ensures organizational programs, plans, and policies are systematically integrated into an overall strategic plan of operation for the test center and align with those of the Army and Joint Services. Manages program requirements, objectives, and metrics; analyzes the impact of new or modified DoD, DA, and higher HQ's policy changes on existing or planned mission goals and objectives; and resolves conflicts that arise among schedules, funding, and resource requirements. Collaborates with Directors of subordinate elements, staff leaders, and others in assessing mission and work requirements; and in developing plans, goals, and objectives. Reviews, analyzes, and assesses organizational effectiveness in relation to strategic objectives, budgetary limitations, schedules, and command priorities; and advises command leadership on the impact of current and future technology, environmental changes, reduced resources, and changing missions. Initiates and implements resolutions for operational issues/problems encountered; presents briefings dealing with progress and issues to General Officers and SESs on a routine basis; and makes recommendations to the command group on highly controversial problems requiring DOD/DA command level intervention.

Serves as a senior technical authority on test and evaluation (T&E) operations, core competencies, organizational make-up, and assignment strategies. Establishes, through the application of theoretical engineering/scientific concepts, specific investigative and analytical techniques for use in support of the test center mission; and manages the conduct of broad, encompassing analytical efforts upon which program policy and system determinations (i.e. instrumentation) will be predicated. Conducts performance analyses (i.e. Lean Six Sigma) of corporate programs on behalf of the Enterprise; researches suspected problem areas; identifies key variables or factors; and develops practical, innovative, and affordable solutions based on knowledge of the long and short-term goals of the organization. Develops, defends, and facilitates strategic engineering/scientific projects that further the state of the art for test data collection, reduction, and analysis; and integrates results with organizational and higher headquarters enterprise architecture. Plans, directs, and monitors benchmarking activities and surveys of program populations.

Articulates and communicates team assignments, projects, actionable events, milestones, and/or program issues under review, as well as deadlines and periods for completion. Leads the team in identifying, distributing, and balancing workload and tasks among employees; and monitors and reports on the status and progress of work. Prepares reports and maintains records of work accomplishments and administrative information, as required; and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues that arise.

Conditions of Employment

1) Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

2) This position requires temporary duty (TDY) travel up to 20% of the time.
