This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
 
The Electronic Proving Ground (EPG) mission statement:  The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield. 
 
The Electronic Proving Ground is seeking applicants for an IT Specialist (Systems Administration).   Fort Huachuca is located 75 miles southeast of Tucson, AZ.  We are nestled at the foot of the Huachuca Mountains and enjoy the benefit of some of the best climate and beautiful terrain in the United States. Sierra Vista is a Purple Heart City and veteran friendly, where the average commute is 16 minutes. This mid-sized city experiences a mild climate with a laidback lifestyle and athletic environment. The surrounding area has a wealth of outdoor activities such as hiking, mountain biking, cycling (30 miles of path) and wildlife viewing. Water activities are available at two nearby lakes, and the city’s Cove Aquatic Center. There is a weekly Farmer’s Market and many holiday festivals throughout the year. The city is just a short drive away from Southern Arizona’s bustling wine country, Cochise County alone has over 10 wineries. Sierra Vista is home to a community college and two universities. Fort Huachuca’s Housing Office even offers local relocation assistance for our Civilian workforce. Those wishing to live in Tucson for additional housing options and work on post, may utilize a weekday shuttle.

Our typical work schedule is M – Friday, 6:30 am  – 4:00 pm.  We are offer 2 days of telework per week.

Job Responsibilities

Serves as the senior test director, is responsible for all aspects of major test and evaluation projects. This includes planning, coordinating, conducting, and reporting tests of advanced electronic systems being developed for military use.   Supervises 15-20 personnel.
 
DUTIES:
  • Obtains and coordinates specialized assistance from a wide range of offices, both within and outside of the command, and supporting contractors to meet these responsibilities. Project assignments normally last a year or more, involve multiple external organization.
  • Serves as a technical expert in the area of military electronic systems. Serves as the Army expert for the testing of assigned systems. Acts as a consultant and advisor within the command to other government agencies and to private industry. Proposes new or modified local policies, as appropriate.
  • Conducts and directs programs associated with the development of complex and unusual military procedures, techniques, and devices. Directs investigations to increase technology, develops new test methodologies, and explores new instrumentation concepts.
  • Ensures consistent emphasis on equal employment opportunity, affirmative action, and avoidance of discrimination in all personnel management initiatives. Manages personnel, funds, and other resources to complete assignments in a timely and cost effective manner. 

Job Qualification

U.S. Citizens who meet the minimum qualification requirements for the following series:  0854 (Computer Engineer); 0855 (Electronics Engineer), 1550 (Computer Scientist)  OPM Qualification Standards
 
Basic Requirement for All Professional Engineering Positions: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
 
Basic Requirement for Computer Scientist (1550):  Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.  1550 Qualification Standards

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. 
 
Specialized Experience:  Applicants must meet the basic requirements for the GS-08XX-14, and have at least one (1) year of specialized experience to the GS-13 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or private sector).
 
GS 14: I have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes 1) Expertise conducting test and evaluation of electronic devices in a laboratory and or work bench or field setting.  2) Identify and isolate technical problems, evaluate possible solutions, and use sound judgment to make viable recommendations to supervisor and staff, correcting problems in an appropriate and in a timely manner.  This definition of specialized experience is typical of work performed at the next lower grade/level position GS-13 or equivalent in the federal service.
 
For GS-14: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
