Executive Officer - Range Operations
Job Responsibilities
Serves as Executive Officer and advisor to the Director, Range Operations Directorate with responsibility for managing, planning, coordinating, integrating, and implementing U.S. Army White Sands Missile Range strategic management policy, business policy, and mission execution effectiveness.
Receives, tracks, records, researches, and analyzes incoming tasks, projects, correspondence and other communications, materials, and suspense requirements from internal and external sources directed to or involving Range Operations Directorate and its subordinate units.
Produces initial draft responses to suspense requirements using engineering and scientific knowledge of professional engineering regarding the WSMR Test and Evaluation Mission and develops the consolidated, robust, fully staffed, technically reviewed, and documented final draft responses for suspense requirements before submittal to requesting agency, organization, or unit.
Coordinates operational activities with directorate personnel. Proposes solutions / resolutions when analysis exposes possible issues which cannot be solved by subordinate units or other coordinating staff elements.
Applies technical knowledge in a variety of technical areas to specifically formulate policies, develop technical and management plans, establish general procedures to be followed, and make decisions relative to the Directorate's operations. The incumbent applies scientific and engineering principles, practices, and laws from various fields, utilizing operations research expertise and techniques to predict directorate resource needs, set constraints, and evaluate alternative scenarios.
Assists in the development of briefing presentations or other documents to support task responses, communication bulletins, meeting coordination, email responses, meeting notes, or other events.
Manages Directorate internal overhead budget, execution, and monitoring of funds. Manages the Defense Acquisition Workforce Development Account submissions, execution, and monitoring of funds. Serves as RO General Services Administration (GSA) Fleet Manager may dispatch vehicles across the Directorate. Serves as the GSA Billing coordinator between G4 and RO as well as manages GSA Recoupment. Reviews the monthly GSA Telematics report and provides updates to the Director on trends and problematic areas that need to be addressed.
Telework will be allowed only on an ad-hoc / situational basis.

Specialized Experience
Must be a current Range Operations employee in one of the series listed on the announcement.
