Job Summary

  • This position is a Management Identified Internal Candidate (MIIC) announcement, only open to ATC, S8 Directorate.

  • The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.

  • ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NH-03 Senior Professional control point of the ATEC Control Point Policy is monetarily equivalent to the GS-13 salary range; this position is subject to the NH-03 Senior Professional control point of $156,755.***

Job Responsibilities

Ensures the Test Center budget management plans, guidelines, goals and values are communicated to the team and integrated into the team's strategies, goal objectives, work plans, products and services. Articulates and communicates to the team the assignments and projects to be performed, problems to be solved, actionable events, milestones, and/or program issues under review, to include deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques. Provides advice on work methods, practices, and procedures. Assists the team and/or individual members in identifying the parameters of viable solutions. Assists the team in distributing and balancing workload and tasks among the team, making adjustments to accomplish the workload in accordance with established priorities while achieving desired results and ensuring that each employee has an integral role in developing the final team product.

Serves as senior analyst and subject-matter expert to Test Center for programming, budgeting, and day-to-day financial management operations within managed appropriated funds and reimbursable funding. Activities encompass multiple programming, budgeting, funding, and allocating for the appropriated budgets and assigned portions of the Test Center budget, including planning, programming, budgeting, and reporting for reimbursable funding. Provides technical assistance to the Test Center leadership and workforce, S8 Director, and S8 Budget and Accounting Division Chief as requested/required. Provides advice and assistance to the organizational leaders on such aspects as extension or withdrawal of, work load, studies/efficiency reviews, personnel actions (reduction-in-force (RIF), hiring, temps, etc.), facilities projects, status of funds and affordability through a variety of analysis and report development. Coordinates, implements and distributes program and budget guidance (dollars, manpower, and workload), various appropriated and reimbursable funds; policies from higher authority and within the Test Center; assignment/allocation of appropriated funds operating goals and authorities. 

Reviews, analyzes, and evaluates the accomplishment of Test Center budgets by review of reports, studies, projects, and information provided by HQ, Department of the Army,  ATEC and, ATC senior leaders. Identifies existing or potential problem areas and recommends or directs necessary corrective action or preventative measures. Participate in cross-functional teams within the Test Center on diverse matters impacting mission areas as required/requested by the Director. Establishes liaison with counterparts in the ATC Directorates, HQ ATEC, Defense Finance and Accounting Service (DFAS), other DoD services and agencies, and other authorities/customers as required. Visits offsite offices if necessary and provides technical advice and counsel on financial management matters having Test Center-wide implications. Assists higher headquarters with funding related efforts as required. 

As a senior technical authority on matters pertaining to appropriated/reimbursable funds, renders advice and assistance to superiors and key members of the senior staff on matters pertaining to financial management, business management, trend analysis, business objectives, problems, etc. Serves as team leader over a team of budget and financial analysts. Ensures organization mission, values, and goals are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, products and services; articulates assignments, problems, and deadlines. Distributes work, ensuring that the analysts play an integral role, workload is balanced, and outputs are accurate and timely. Ensures analysts are trained. Keeps supervisor informed of work progress and ensures analyst’s work is logical, accurate, and timely.

Conditions of Employment

May be required to travel within the U.S./overseas by commercial aircraft.

Required to obtain/maintain DoD Financial Management Certification, Level 2.
