POSITION:  Program Analyst, U.S. Army Test & Evaluation Command (ATEC), G3/5/7/Safety Directorate, Operations Division

PLACE OF WORK:  APG, MD. 

PERIOD OF ASSIGNMENT:  The assignment length is approximately 12 months, beginning on or about 9 Oct 2022 – Oct/Nov 2023. Assignments of 6 Months may be considered upon request.

 

This position provides the opportunity to serve as a Program Analyst within the Operations Division of the G3/5/7/Safety Directorate. 

G-3/5/7/Safety Directorate is responsible for the execution, coordination, synchronization, and prioritization of operations across the command, in order to  provide and maintain situational awareness/understanding and enable successful mission execution and completion for the CG, ATEC.

Job Responsibilities

Duties for this position include but are not limited to the following:

Serves as a senior program analyst and an operations team leader of a mix of military and civilians. Recognized as functional expert on test and evaluation operations areas. Provides subject matter expert review of operational products, conference management, emergency management, continuity of operations, support agreements, test resourcing, and other operations tasks products. Serves as the expert advisor and consultant to the Division Chief and Director. Supports the Division Chief in all mission areas.

Defines and establishes organizational focus on complex operational issues and programs. Resolves highly complex problems that cross organizational boundaries. Works with senior management to establish new concepts and criteria that result in the development of new orders, Command policy, methodology, and techniques. Produces Executive Summaries, develops briefings, conducts mission analysis, builds briefings, and produces coordinated staff recommendations. Is typically engaged in multiple actions simultaneously, works independently and converts broad guidance to specific individual tasks.

Serves as Current Operations Subject Matter Expert on Operations policy. Assists Operations analysts in tracking and resolving internal and external task efforts. Identifies and develops ways to resolve problems or effectively manage issues which directly affect the accomplishment of principal goals and objectives of the operational interest, as defined by HQDA, Army G-Staff and the Secretary of the Army. Participates in Army level meetings, providing expertise and advice. Coordinates and participates in the development of the near- and long-range calendar. Compiles and presents data for the monthly Review and Analysis, monthly reports, and special reports. Initiates action or prepares Command responses regarding test and evaluation issues and priorities. Interacts with General Officers, SES civilians, and other high-ranking officials of all DOD Services to justify or settle matters involving significant or controversial issues. Provides support to Command Inspection Program and newcomers orientation.

Job Qualification

WHO MAY APPLY:  ATEC Enterprise employees. Must be a high performing NH-03,  NH-04 or equivalent employee who qualifies for the following job series.

Conditions of Employment

**Selectee will be expected to report to APG during the period of assignment. TDY costs to APG for the period of assignment will be responsibility of parent organization. Any TDY costs associated with the assignment will be funded by ATEC HQ.
