This position is located within the U.S. Army Test & Evaluation Command (ATEC), Army Evaluation Center (AEC), Aviation and Fires Evaluation Directorate (AFED), Air Missile Defense Division, Aberdeen Proving Ground, MD. 
 
The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The NH-04 pay band is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $182,258 including locality.

Job Responsibilities

Serve as the Air and Missile Defense Division technical expert in developmental testing and safety mission areas. The programs are characterized by their national/international scope and impact; the need to conceive, initiate and monitor, policies, programs, and projects dealing with challenging problems in the specialty area(s). Serves as the focal point with management responsibility for developmental testing (DT) and system evaluations (effectiveness, suitability, survivability, and safety) of materiel systems and associated software in the Air and Missile Defense commodity area, including missiles, sensors, and mission command.  Performs a broad range of analyses for difficult-to-define, controversial, new, or novel systems/functions of major agency, national or international impact. Works with senior leadership to establish new concepts to improve evaluation planning and execution. 

1. Safety Evaluation. Responsible for generating Safety Releases (SRs) in support of testing involving Soldiers and Safety Confirmations (SCs) in support of equipping, fielding and milestone decisions for assigned systems and ensuring safety is addressed in evaluation reports. Identifies and resolves issues that cross organizational boundaries (PEO, PM, materiel developer, safety offices, etc). Safety products are derived from all relevant data sources (contractor DT, government DT, modeling and simulation) and are technically sound and accurate, present a balanced picture of system capabilities, and are reported in sufficient detail to satisfy decision makers and inform operational commanders.

2. Test Integration.  Recognized as a technical authority on developmental test planning; mentors and coaches test center test officers; provides guidance to AST; responsible for overall development of test execution (planning through data delivery) with test centers, OTC, and PM (for contractor testing) to include M&S; develops and presents DT input for all T&E planning documents and participates in all T&E Working-Level Integrated Product Team (WIPT) meetings; resolves diverse viewpoints/controversial issues; coordinates with the PM and oversees the cost estimation, test planning, execution and reporting processes for DT. Reviews all DT plans, reports, and cost estimates and provides recommendations for ATEC concurrence and assists the DT test officer and PM in the planning and execution of the DT Readiness Review (DTRR). 

3. Subject Matter Expert: Exercises technical, program and administrative supervision, direction, and coordination over all facets and aspects of long range, highly critical technical programs. Principal advisor to the Director, Senior Acquisition Advisor, and Technical Director on matters involving the technical evaluation of a broad range of new, traditional and/or rapid acquisition systems. Serves as a technical liaison between the test center and Operational Test Command for Operational Testing (OT) conducted at test centers primarily focused on DT. Propose Combined DT/OT events, Integrated DT/OT tests, and Soldier Touch Points to bring Soldiers into DT as soon as practical. Assesses and provides strategic direction and resolution of mission-critical problems, policies, and procedures. Formulates, recommends and implements broad internal technical policies and procedures within the limits of which all test functions are accomplished. Informs the Director on all matters of technical/scientific ongoing programs involving developmental and safety evaluations. Provides technical direction to Director, Technical Director, Division Chiefs, AST Chairs in the area of test planning and safety. The incumbent is responsible for managing testing programs to ensure that safety verification and evaluation objectives are achieved; the requirements in the Capabilities Development Document are testable; modeling and simulation are integrated into test and evaluation; DT and OT is coordinated and combined to the maximum extent feasible; and test programs are tailored and integrated. Guides innovation and formulation of flexible and rigorous T&E strategies, concepts, methodologies, and techniques for assigned Army acquisition programs. 

4. Leadership: Represents the AMD Division and ASTs as required. Represents the organization at program-related meetings, reviews, conferences and symposiums as appropriate. Sets reasonable suspense dates for development and reviews of documents; reports to multiple levels of leadership; represents the CG, ATEC on AST matters; uses the approved ATEC Enterprise system to manage all programmatic data; oversees the baseline T&E cost and schedule elements of assigned systems; coordinates AST funding requirements with appropriate PM channels; works to assess political, fiscal and other factors affecting customer and program needs; and assists with and oversees the plan, processes and status of instrumentation certification and accreditation of models. Effectively reports results through oral/written communications to Command and Senior Army and Department of Defense leadership (SES/GO). Provides technical oversight of AMD Division's integrated DT/OT, contractor and government testing.
