Job Summary

This position is located at White Sands Missile Range, New Mexico with the White Sands Test Center Survivability Vulnerability and Assessment Directorate's High Power Electromagnetic Branch. This position is for test facility support where personnel perform outdoor testing, simulator operations, maintenance, and repairs. Personnel work independently or in a group to accomplish the necessary simulator configurations to meet customer requirements. Personnel develop and maintain safety operating procedures, update facility documentation, and perform electromagnetic calculations to restrict hazardous area access. Personnel work with customers to develop mission requirements which can be accomplished by simulators within the branch. Personnel brief senior management on facility needs, simulator status, gaps and mission outcomes.

Job Responsibilities

MAJOR DUTIES:

1. Designs assessment programs and determines all technical requirements for test, evaluation and assessment methodologies used to evaluate system performance and survivability on unique Army weapons systems, major Army systems for which little or no established precedents exist, a multitude of large complex assessment programs, systems designated by the Secretary of Defense as a major system to be reviewed by the Defense Acquisition Board, systems consisting, of a small sample size (usually one) or non-production systems. 25%

2. Provides authoritative expert staff advisory, consulting and reviewing services to levels from the Division through DA; Air Force; Navy; DoD; DOE; DNA and to private industry. Makes and defends recommendations, which are accepted as authoritative and form the basis for Directorate commitments. Serves as the focal point for coordination with program and project managers, Major Commands and contractors. 20%

3. Plans and conducts investigations into new and unconventional concepts, systems and techniques that support, expand or establish new areas of nuclear survivability. Assesses the effects of technological changes, techniques, instrumentation and equipment to determine potential applications. Develops innovative approaches. Coordinates technical studies by analyzing advanced engineering or scientific approaches to survivability. Establishes and maintains contact with private industry and other government agencies to maintain awareness of new theories and potential application of latest technological advances. 25%

4. Prepares or reviews test plans for each program and insures plans meet objectives mandated by DOD and DA and that plans are technically sound. Recommends corrective action on or resolves technical problems and issues encountered during test to assure program success or to avoid cost or time overruns. Determines the feasibility of various technical approaches, analyzing their relative merits and recommending the approaches to be taken in difficult engineering or scientific problems. Directs and coordinates all activities, including contractor personnel, required to meet program objectives and schedules. Identifies and obtains needed resources. Is technically responsible for accuracy and completeness of final survivability assessment of systems assigned. 10%

5. Represents the organization at high level meetings. Provides technical guidance to other engineering and scientific specialists in conferences, meetings, training courses and symposia. 10%

6. Serves as senior team leader and provides technical guidance to lower graded employees engaged in survivability assessment programs of various mission critical systems. Formulates attack plans; establishes goals and deadlines; assigns responsibilities; reviews and accepts or rejects work and provides guidance and assistance on new techniques and advanced theories and concepts. 10%

Job Qualification

Individual Occupational Requirements Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:


Knowledge, Skills and Abilities:

1. Mastery knowledge of advanced theories, concepts, and principles practiced in the science of professional engineering or science sufficient to serve as a consultant and expert in electronic information systems and their systems engineering processes involving, design, development, integration, project management, and issues.

2. Knowledge of Incrementally Deployed Software Intensive Program model using agile software development methodologies to engage in design, development, test and/or evaluation functions relative to Software Intensive Program systems.

3. Knowledge in preparing engineering documentation, such as Systems Engineering Plans (SEP), Performance Based Specifications (PBS), and Post CDR reports to develop acquisition/contractual documents.

4. Skill in effective communication both orally and in writing to provide the PdM, DPdM and Chief Engineer with technical advice and develop mission planning tools and related materials.

5. Ability to plan, organize, and direct others during technical reviews such as Systems Architecture Review (SAR), Preliminary Design Review (PDR), and Critical Design Review (CDR) to serve as technical expert and execute all technical reviews.

6. Ability to plan and organize work to manage and orchestrate between the most desirable application of engineering or scientific principles and the exigencies of costs, priorities, schedules and other factors.

7. Ability to gather, analyze, and present facts to perform independent studies or assignments.

8. Ability to establish and maintain relationships with key individuals/stakeholders inside and outside the immediate work unit to lead IPPTs or participate as full-fledged member of teams assigned to complex engineering and science programs or projects.
