Job Summary

This position is located at White Sands Test Center XO/Mission Support Dir with duty location of White Sands Missile Range, NM.   This position is in the Personnel Reliability Program (PRP). Please see the criteria that follows. FOR POSITIONS IN THE PRP. From AR 50-5 (Nuclear Surety) for PRP positions: "Para 2-7. Nuclear Personnel Reliability Program mandatory disqualifying or decertifying criteria Any of the following conditions will result in disqualification of individuals being considered for PRP positions or decertification once the individual is enrolled in the PRP. Certifying officials will document these disqualification and decertification criteria on the DA Form 7762-2 (Nuclear Personnel Screening and Evaluation Record) and report decertification on DA Form 7422 (Annual Personnel Reliability Program (PRP) Status Report) (RCS DDP-C3I (A) 1403), as shown below. a. Any individual who is diagnosed with a mild, moderate, or severe alcohol use disorder, and does not successfully complete the prescribed treatment program, or fails to participate in a prescribed treatment program, will be disqualified (if a PRP candidate) or decertified (if currently enrolled in PRP). Document/report decertification employing the alcohol use disorder and alcohol related incident category. b. An individual found to be involved in the unauthorized trafficking, cultivation, processing, manufacturing, or sale of any controlled or illegal drug, including cannabis-based products. Document/report decertification using the substance or drug misuse and drug incidents category. c. An individual found to have ever used a drug that could cause flashbacks. Document/report decertification using the substance or drug misuse and drug incidents category. d. Any PRP candidate, who has been previously diagnosed with severe substance use disorder (other than alcohol use disorder), must be disqualified. Document using the substance or drug misuse and drug incidents category. e. Loss of confidence by the certifying official in the reliability of the individual. Document/report decertification using the personal conduct category. f. Denial or revocation of the individual's security clearance. Document/report decertification using the revocation of security clearance category."

Job Responsibilities

Supervises the strict enforcement of security regulations, administrative rules and procedures, vehicular traffic, roving interior/exterior/off-site vehicle patrols and identification and movement of employees and visitors on the shift to which assigned. Directs shift operations which safeguard government property from the danger of fires, explosives, nuclear surety issues or sabotage, and maintains constant surveillance to uncover acts of theft, fraud, or persons suspected of unusual behavior. Provides maximum and special security protection for areas containing classified information or material, special nuclear material or potential hazards to the safety of personnel. Any unauthorized access, intrusion, or compromise would seriously affect the FBRs mission to maintain, store, and/use the Nuclear Reactor and Special Nuclear Materials properly and safely. Ensures that written reports of unusual incidents or accidents occurring during tours of duty are prepared and submitted IAW security procedures. Prepares the duty roster and assigns individual guards to posts. Conducts guard mount and issues special orders/instructions to security officers assigned to a variety of internal and external posts and patrols. Informs security officers of new or revised policies and procedures pertaining to security force activities. Physically inspects all posts and patrols during tour of duty, to ensure security officers are performing prescribed duties as outlined in special orders, standard operating procedures (SOPs), and special instructions. Ensures the required physical checks of the installation are properly completed. Directs security emergency response forces to the site of chemical events or hostile threats to the installation and ensures it is secured or neutralized. Responsible for operational decisions and direction of appropriate action for security violations, criminal incidents, and complaints to include disposition of subject(s), referring unusual situations to the Provost Marshal. Responsible for the supervision of routine care, cleaning, and maintenance of weapons and various tactical security equipment and special police equipped vehicles. Supervises the investigations of complaints, accidents, and violations of security regulations. Make periodic inspections of areas containing classified or pilferable material to preclude compromise or theft. Depending upon circumstances, may assist Directorate of Emergency Services and G2 Intelligence and Protection Directorate with situations that may be compromising to national security or criminal matters. Gathers, prepares, and disseminates essential elements of information (EEI) for use by security and response forces. Reviews all initial reports of investigation which includes, but is not limited to, military DASG reports, journals, blotters, and serious incident reports (SIRs).  In emergencies due to civil disturbances, disasters, civil defense alerts, special nuclear materials, etc., supervises special assignments for indefinite periods. Participates in nuclear security exercises and annual proficiency inspections by higher command personnel.  Supervises and participates in the formal training and development of guard personnel. Conducts courses on FBR security regulations and procedures concerning the storage and movement of special nuclear materials and munitions. Provides training, but is not limited to the following specialized subjects: traffic and pedestrian control; search and seizure; custody and detention; fire and safety hazards; riot control; use of small arms; methods for observing and detecting potential sabotage; armed and unarmed defense counter terrorism; hostage negotiation; and other subjects pertinent to Depot and chemical activity security. Requests assistance from staff specialists on technical questions as required.  Schedules and approves leave of subordinates. Sets performance requirements and makes performance appraisals. Selects employees and makes recommendations for reassignments and other personnel actions. Counsels employees on problems and job performance on a quarterly basis. Prepares and maintains records of counseling sessions. Adjusts informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Keep employees informed regarding personnel and employee programs. Periodically reviews job descriptions of subordinates for currency and accuracy; initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining. 

Job Qualification

Experience such as work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.    OR   Education/Training Education: Successfully completed study at an accredited college or university in any subject is fully qualifying in the amount and level specified in the table. Training: Successful completion of training in an accredited technical school that covered subjects such as physical security procedures, local laws, or investigative techniques is considered qualifying for specialized experience at the GS-4 level on a month-for-month basis.

Specialized Experience

Knowledge of firearm usage and related issues, such as ammunition, range regulations and safety and use of force policies.    

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Knowledge of established rules, regulations, procedures, and principals of physical security, force protection, and police operations concerning the protection of staff, patients, visitors, and government property; including but not limited to patrol techniques, crime prevention, crime scene protection, self-defense, traffic and parking control and general security procedure. Knowledge of the physical layout of the medical center facility including areas with restricted access, areas vulnerable to unlawful activity, and the location of security zone and fire alarms, verified daily by MEVA security/safety checks. Knowledge of communication equipment, and cross-trained on using electronic security system (ESS) which includes the access control system, intrusion detection system (IDS) closed circuit television and radio communication. Skill in the use of security equipment, including restraining devices (handcuffs), TASER, expandable baton, firearms, safety equipment (LC, fire extinguishers), two way communication devices, and motor vehicle (current driver’s license) required to operate government motor vehicles. Interpersonal relations skills and de-escalation techniques which include oral and written communications; identifying individuals and tactfully interviewing them to ascertain their authorization for access to the facility; providing directions for disoriented individuals; assisting patients and visitors with stalled vehicles and lock out; and, providing safety escort to staff and visitors during hours of darkness to parking lots. Works with outside agencies (i.e., Secret Service, Dept. of Public Safety) to facilitate security and contingency plans for VIP visits. Completes detailed reports and interacts tactfully with medical staff, patients, and visitors during actual or potentially stressful situations while enforcing rules and regulations. Responsible for accountability and maintenance of vehicles, radios, and equipment.

Conditions of Employment

1. Incumbent must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation. 2. Incumbent must undergo and pass annual medical exams of physical, emotional, and mental stability. Standards for medical exams are prescribed in AR 190-56, “The Army Civilian Police and Security Guard Program.” 3. Must meet the personal qualifying factors/requirements and remain qualified for the Personnel Reliability Program (PRP) IAW AR 50-5, "Nuclear Surety" Chapter 2, Section II, as this regulation applies to positions that have related responsibilities for nuclear and chemical weapons and materiel. Per AR 190–56 "The Army Civilian Police and Security Guard Program Army Regulation", Chapter 3: Security Guards performing duties associated with nuclear, biological select agents and toxins, and chemical surety material (including nuclear reactors) covered under the Personnel Reliability Program (PRP) criteria and procedures in AR 50–1, AR 50–5, and AR 50–6 are exempt from the Individual Reliability Program (IRP) requirements found in Chapter 3. 4. Incumbent will be required to maintain physical conditioning and pass an annual Physical Agility Test (PAT) as outlined in AR 190-56. Department of the Army Security Guards (DASG) must qualify and maintain appropriate level security clearance, satisfactorily complete initial training, field training program (FTP), and annual required training IAW AR 190-56. 5. Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons. All weapons training and qualifications will be conducted IAW AR 190-56. 6. Incumbent must wear the prescribed DASG uniform IAW AR 190-56; must maintain a high state of appearance and hygiene. 7. In accordance with AR 600-85, a DA Form 5019R, Condition of Employment, must be assigned for mandatory drug testing. This is a drug testing designated position. Incumbent agrees to submit to a mandatory command directed urinalysis on a recurring basis IAW AR 600-85. 8. Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends, and holidays. Overtime, both scheduled and unscheduled, may be required as directed and is subject to recall for periods of emergency overtime. 9. Incumbent must successfully complete security guard training. 10. Incumbent must successfully complete and maintain current required certifications in CPR techniques and First Aid. May act as a first responder in a medical emergency. 11. Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton. Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments. 12. Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license. 13. This position is designated as Mission Essential. 14. LAUTENBERG AMENDMENT: Employee must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Must be able to pass a Criminal History Background Check. Candidates with convictions of misdemeanor crime of domestic violence are ineligible for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment IAW Title 18 USC 922(g) (91). 15. Temporary Duty travel will be required up to 25%.
