The mission of the U.S. Army Evaluation Center (AEC) is to plan, support, conduct, and provide independent evaluations, assessments, and experiments in order to provide essential information to decision-makers supporting the American Warfighter.~~~~Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $186,304.
Job Responsibilities
Serves with AEC CDAO to provide expertise and knowledge of test capabilities and test data across ATEC and provide oversight on implementing enterprise data and digital initiatives across ATEC.
Serves as a Senior Data/Cloud Engineer for data management in AEC, pioneering technical development of leading-edge testing for the U.S. Army Evaluation Center (AEC). In this capacity, has responsibility for design, development, and fielding of a broad-based knowledge system that incorporates a holistic concept of data acquisition, data reduction, data-basing, and data mining for the purpose of supporting the acquisition system, the logistics operations, and warfighter. To achieve this goal, the incumbent mentors, and coordinates, the efforts of professional and technical personnel engaged in a major Department of Defense-wide initiative to provide "cradle-to-grave" data and information on Army inventory fielded to support the test & evaluation (T&E) mission.
Works across ATEC and the T&E community to understand the data operations and build common solution to enable more efficient and effective T&E in support of Army development and acquisition. Maintains technical proficiency and applies new methods related to data science, system analysis, and T&E.
Responsible for providing the technical expertise for meeting the exceptionally difficult and challenging data and analysis issues and initiatives across the organization. Technical challenges encompass a broad and diverse software effort to be directed and/or completed by the incumbent. Software efforts include, embedded data reduction, on-site data acquisition and processing, data basing of acquired data, secure access to dispersed databases, archiving, data mining, etc.
Ensures data is effectively collected, curated, analyzed, and visualized to inform across AEC data driven decisions. Incumbent assists with development and implementation of data engineering concepts and utilizes tools such as Microsoft Power Automate, Power BI, SQL, R, machine learning methods, SysML, Python and other tools as needed. Responsible for performing research, analysis and methodology/model development projects on data requirements and architecture.
Recommends and develops new methodologies to integrate data sources and systems. Analyzes complex data elements, systems, data flows, dependencies, and relationships to conceptualize physical and logical data models. Improves data reliability, efficiency and quality for T&E missions, organizational goals and future planning. Reduce or eliminate manual reporting for processing requirements
Contributes to development and implementation of data management and governance policies to make T&E data VAULTIS (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, and Secure). Contribute to cloud infrastructure development, deployment, and modernization efforts within AEC to identify business functions, data analysis capabilities, and system evaluation practices to transition capabilities into the ATEC cloud ensuring linkage and interoperability across ATEC.
Understands, implements, and contributes methodology development for analysis and evaluation of emerging technologies, networks, and concepts. This could include, but is not limited to, Live Virtual Constructive (LVC) testing, Real Time Test Analytics (RTTA), Army operational networks at each echelon, system-of-systems interoperability, tactical radio networks, hybrid cloud solutions, automated data pipelines and analytics.
