PLACE OF WORK: This position is located at the U.S. Army Redstone Test Center (RTC), Center Support Directorate, S-1 Human Resources Division.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $98,079 including locality.
 

Job Responsibilities

 
Serves as a Management Support Specialist managing military personnel management systems to include Officer/Enlisted promotions, Officer/Enlisted Evaluations, and Military Personnel (MILPER) Information/Database, specifically Integrated Personnel and Pay System-Army (IPPS-A). Supports and assists with all personnel matters for officers and enlisted soldiers. 
 
  • Serves as an action officer responsible for implementing DA and Command policy on the timely preparation and submission of Officer Evaluation Report (OER) and Non-Commissioned Officer Evaluation Report (NCOER). Consolidates and reviews rating scheme information and prepares for publication. 
  • Prepares military promotion and award certificates for assigned unit military personnel. Ensures all required forms, records, and files pertaining to assigned work are obtained and maintained. Makes, reviews, and approves additions, revisions, or deletions to records to keep current, complete, and accurate in accordance with regulations, policies and procedures. 
  • Prepares reports, statistical analysis, and briefings on current and proposed policies for assigned military personnel action programs to a variety of individuals, managers, and others as needed. Reviews/validates reports, for timeliness, completeness, accuracy of information. 
  • Provides guidance, interpretation, training, and/or briefings on current and proposed policies for assigned military personnel action programs to a variety of individuals, managers, and others as needed. 
  • Enters, validates or approves data in automated systems. Retrieves data from various information sources for use in answering questions, responding to correspondence, or preparing reports or briefings. 
  • Validates, assists, and resolves problems in support of service members on pre-retirement services which include, entitlements, benefits, processing procedures, and Survivor Benefits Plan (SBP).
 
Manages the Civilian Defense Performance Management and Appraisal System (DPMAP) Management for interns and Recent Graduates, and Incentive Awards Program. 
 
  • Provides detailed procedural guidance and instructions to supervisors, including checklists for initiating objectives/standards and completing evaluations. Monitors civilian DPMAP evaluations and incentive awards to ensure timely and accurate processing throughout all organizations.
  • Tracks and ensures Raters and Senior Raters know the command’s timelines to conduct employee counseling, assists with individual development plans (IDPs), and other related functions. Monitors rating cycles ensuring program is successful and employees receive recognition. 
  • Provides guidance on monetary, honorary, and time-off (TOAs) awards and processes evaluations and awards through AutoNOA. Coordinates with CHRSC and the Management Employee Relations (MER) offices as required. Provides technical guidance to managers and processes awards.
  • Plans and executes creative recruitment campaigns to locate and identify highly qualified candidates. Incorporates consideration of career ladders, career development and training, management practices, working conditions, recruitment and retention incentives, organizational design, and position classification and position management into recruitment efforts. 
  • Provides management with insight into establishing organizational structures that support desired grade levels and facilitate employee career development. 
  • Provides comprehensive advisory services to management and employees throughout a complex multi-mission local facility. Conducts detailed analysis of complex functions within serviced organizations. 
Complies and analyzes data to identify trends, deficiencies, and accomplishments. Prepares reports, correspondence, including decision papers and/or briefings to inform management of analysis results for use in the decision-making process or for in-progress status information. Research historical documentation or use in developing recommendations for improved operations for action processing. Provides operational administrative support by synchronizing the office calendar; taskers (tracking, disseminating, collecting, and closing); Recent Graduates development, i.e. promotion tracking; supports the Acquisition Support Management Specialist in managing interns and Recent Graduates; Military and civilian awards processing; Career fair recruitment support.
