Dugway Proving Ground is seeking applicants for a Security Specialist with a background in Antiterrorism for the Security and Surety Division for Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority.

Job Responsibilities
Serves as the Antiterrorism (AT) Officer for the Army Test and Evaluation Command (ATEC) mission AT program in support of the Force Protection (FP) mission. When required and assists the emergency manager in the development of emergency situation contingency plans. Provides planning advice to senior leadership on new policies, resolution of complex vulnerabilities, crisis management, and possible threats to the test center. Develops, coordinates, acquires approval and disseminates AT plans that provide standards, policies and procedures. Conducts AT and FP operational planning to identify and coordinate resources to apply the requisite FP level against identified threats. Develops crisis management procedures and guidance for reacting to potential terrorist attacks.
At the GS-11 level, assignments will be developmental in nature and you will be under closer supervision until you reach the full performance level of this position.

Specialized Experience
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. If your resume does not contain this information, your application may be marked as incomplete and you many not receive consideration for this position.
Specialized Experience for the GS-11: One year of experience which includes: 1. Performing vulnerability or risk assessments; 2. Assisting with development of force protection priority requirements; 3. Briefing higher echelons on Anti-terrorism or related threat issues. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-9).

Education substitution: You may substitute experience with a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

A combination of education and experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. Specialized Experience for the GS-12: One year of experience which includes: 1. Assisting with making decisions and recommendations that will change or develop new Anti-Terrorism policies or protection related programs; 2. Assisting with development of force protection priority and intelligence requirements; 3. Conducting mission assurance vulnerability assessments and risk analysis. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-11).
At the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions of Employment
- Position requires applicant to obtain and maintain a Secret Clearance.

- Must obtain and maintain Level II ATO certification, IAW AR 525-13 (1 year)
