This job is a civilian position and does not require military service (including commission and enlistment).

The NH-03 band is equal to the GS-12 step 01 through GS-13 step 10. This position is subject to the NH-03 Journeyman Professional Evaluator/Tester/Analyst equivalent control point of the ATEC Control Point Policy at $103,675 per year (Includes locality pay). Salary includes applicable locality pay or Local Market Supplement.

Job Responsibilities

 

Serves as a technical authority in the integration and interfacing of various data systems with both network IT and telecommunications systems which include routers, switches, microwave and UHF/VHF radio, fiber optics, VOIP-based intercoms, telecommunications circuit/technical control, special circuit engineering, and other data communication and IT network systems ensuring data and information from test and evaluation of equipment is transmitted during testing.

Performs all phases of systems/equipment utilization management to include packaging, assembly, transporting, deployment, site selection, and operational support to ensure successful test of equipment within test schedules. Analyzes project requirements, anticipates potential problems, provides system planning and design input, initiates contacts, and determines subtasks and implementation priorities; developing in-field solutions to configure network IT and telecommunications equipment to meet project requirements and coordinating all phases of the project with customer and other involved personnel.


Provides quality assurance and performance monitoring of all network IT and telecommunication systems during test missions in both field and centralized network operations control and monitoring facilities. Performs various functions such as providing technical assistance to field personnel in solving maintenance, troubleshooting, and repair problems.


Serves as a Contracting Officers Representative (COR) for procurement, installation and acceptance testing for specialized IT and telecommunication projects. Provides general support functions such as general systems planning for future expansions, modernizations, and modifications; time and material cost estimates, preparation of administrative approval requests and coordination, specification development, job layout, work orders, installation inspection and technical supervision, job evaluation and performance (acceptance testing), preparation of drawings, trouble-shooting procedures and aids, and preventive maintenance schedules and information.


Inspects and analyzes equipment/systems performance to determine its maintenance and repair requirements and to recommend retirement or replacement. Performs technical surveys and initiates systems upgrades to ensure adequacy of the equipment/system/facility to support future projects. Maintains state-of-the-art awareness of advances in the field of IT and telecommunications technology and frequent contact with other government agencies, organizations, and civilian project contractors to procure and deploy the latest equipment and techniques when performing upgrades of IT and telecommunications systems to support customer project requirements.

Basic Requirement for Information Technology Specialist (Network Services):

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Specialized Experience

 

To qualify based on your experience, your resume must describe at least one year of experience from the duties section which prepared you to do the work in this job. Specialized experience is defined as: 1) IT concepts, principles, methods and practices sufficient to analyze, design, and troubleshoot complex problems associated with data transmission; and 2) IT network and telecommunications transport/trunking (transmission media) systems in order to accomplish complex work processes through the use of networking and telecommunications devices, methods, services, and facilities in the transmission of information in voice and data formats. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Conditions of Employment

 

** This position requires Level II certification in Information Assurance (IAT-II) or the incumbent must be able to obtain certification within 6 months of appointment.

** This position requires the incumbent to obtain and maintain Contracting Officer Representative Certification within 6 months.

** Position requires a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance.

** This position requires the incumbent to work irregular hours, nights, weekends, rotating shifts, holidays and/or overtime.

** This position requires the incumbent to be subject to recall at any hour or on any day to perform emergency repairs on critical equipment and will be required to work the variable tour work schedule which is a fluctuating tour based on mission requirements.

** Commensurate with mission requirements, the position will be required to work the variable tour work schedule which is a fluctuating tour based on organizational requirements to include working nights, weekends, and holidays.

 ** This position requires temporary duty (TDY) travel up to 25% of the time.

** Physical required; must be able to lift objects up to 50 lbs. or occasionally heavier.

** Incumbent maybe required to work in confined areas, bend, stoop, climb (stairs, ladders, and towers).
