The NH-03 band is equal to the GS-12 step 1 through GS-13 step 10. However, this position is subject to the NH-03, Non-Supervisory Senior Professional/Evaluator/Test/Analyst control point of the ATEC Control Point Policy $134,435 per year with locality pay. 

 

Job Responsibilities

Serve as the test center's single point of contact for assigned programs, ensure the program requirements are accomplished in the most efficient & economical manner within time, budget & manpower limitations. Interface with White Sands Missile Range elements to delineate program requirements; ensure support plans are in place and will meet program requirements; ensure required test infrastructure is emplaced and ready to support test activities; ensure all pre-test activities have been completed; maintain a test journal of test activities, report any potential safety, security or environmental violations; conduct pre-mission readiness review; conduct post mission review and document any test shortcomings, limitations or failures and corrective actions; resolve test challenges.

Participate in all phases of the test planning and test execution processes.

Responsible for managing test programs, projects or event; tracking status and keeping management informed of all issues that occur using all available software and or SharePoint based tools. 

Prepares test plans and programs; participate in planning meetings, TDY's, scheduling/forecast meetings and coordinate pre-mission meetings, additional meetings as required to address instrumentation.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.



 

Specialized Experience

Specialized experience which includes managing materiel and weapon system testing (i.e. missile weapon systems, air defense weapon systems, complex maintenance equipment, communication and intelligence systems, etc.); preparing cost estimates for a test program; and executing tests plans to ensure accomplishment of desired outcome.
