PLACE OF WORK - This position is located at U.S. Army Test and Evaluation Command (ATEC) HQ, G 3/5 Safety Directorate, Safety Division.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $173,070 including locality.

Job Responsibilities

Serves as a senior Safety Engineer and technical consultant/advisor in any of the safety specialty areas associated with explosive, chemical/biological, radiation, aviation, airborne, systems safety, and operational testing.

  • Ensures safety engineering tools, techniques, and procedures are in place throughout test planning, execution, and reporting of electromagnetic environments, radiated power, and spectrum emissions.
  • Manages long range programs/projects designed to determine the health of the systems safety and health physics programs throughout the Command.
  • Serves as the command representative to higher level working groups to provide expert advice and guidance.
  • Coordinates with top administrative and technical personnel at the headquarters and subordinate field elements to formulate initiatives upon which action plans will be based to implement the strategies for long-range direction objectives.
  • Prepares or oversees correspondence required to resolve potentially controversial safety problems. 
  • Oversees the implementation of guidelines developed by higher echelons and initiates written procedures for implementation of technical safety/radiation protection standards, codes and safety/radiation protection requirements for a wide variety of operations or activities.
  • Provides technical advice for the assigned program(s) of the command subordinate organizations which could include the Occupational Safety and Health Program (OSHA), radiation protection, systems safety to include assigned areas in safety verification of systems, analysis of accident experience and claims submitted under the Federal Employees Compensation Act, development of special programs and countermeasures to achieve overall accident prevention goals and initiatives of HQDA programs in tactical safety, range safety, systems safety, operational testing, or other program areas requiring technical oversight. 
  • Monitors command systems safety with knowledge of Army acquisition materiel development, testing, and associated safety processes and standards.
  • Conducts the command systems safety program evaluation and compliance surveys of various subordinate elements.
  • Serves as point of contact on the issuance of safety releases and safety confirmations as well as events related to experiments and demonstrations. 

Job Qualification

Professional certification as a CSP, CHP, and/or Masters degree in safety engineering is highly desirable.
