PLACE OF WORK: This Program and Management Analyst position is located in the U.S. Army Operational Test Command, G1, Civilian Personnel Division, Fort Cavazos, Texas.

The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $113,604, including locality.

The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, and Credit for Leave Accrual. Incentives may be authorized in accordance with agency policy.

Job Responsibilities

-- Manage the Operational Test Command's Ready and Resilient Campaign (R2C) directly influencing individual and unit readiness through training, and health and well-being programs leading to a more positive and productive work environment.  Work involves a high degree of autonomy, cross-functional complexity, matrix team leadership, short-notice, high visibility taskings, time constraints, and activities that influence command decisions in support of R2C and well being of Soldiers, Civilians, and Family Members.

-- Advise Director and Command leadership on assigned human resources programs, recommend training and campaign initiatives, and ensure directorate programs align with organizational philosophy.

-- Develop systems and metrics to track/measure human resource goals, conduct studies, evaluate the effectiveness/impact of wellness and health promotion programs, compile results and brief leadership on findings.

Job Qualification

Required experience includes development of policies for an organization, knowledge and understanding of headquarters functions and protocols, ability to advise personnel and management on procedural and policy matters, and knowledge of human resource functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
