    This NH-03, IT Specialist position is located within the ATEC, G6 Directorate, located at Aberdeen Proving Ground, MD. 21005.

    Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $145,617 including locality.

Job Responsibilities

  • PROJECT MANAGEMENT: Assists in serving as a subject matter expert in matters pertaining to information technology requirements gathering, planning, coordination with higher HQ and subordinate commands, and conducts project planning, management and implementation initiatives as assigned. Identifies customers’ information systems requirements; analyzes information systems requirements or environment; conducts analytical studies and cost-benefit analysis; evaluates, monitors, and ensures compliance with laws, regulations, policies, standards, or procedures. Applies skills and knowledge to innovation of IT systems to facilitate and collaborative capabilities across the command. Participates in the requirements identification, analysis and proposed solution for current and future ATEC IT capabilities. Also coordinates with users to obtain information technology services; participates in change control (for example, reviewing configuration change requests); ensures appropriate product-related training and documentation are developed and made available to customers. Reviews, coordinates and negotiates technical requirements across a wide spectrum of proponent, using, planning and implementing organizations. Plans and coordinates total systems and network engineering and integration efforts. Negotiates work plans with customers and makes commitments for the organization. Considers other related projects, programs and systems and ensures that integration issues are identified and resolved.
    2. STAFF SUPPORT: Determinine appropriate products or services with clients or customers to define project scope, requirements, and deliverables; develops, modifies, or provides input to project plans; oversees implementation of project plans to meet objectives; monitors project activities and resources to mitigate risk; and manages stakeholder expectations. Provide direct support for acquisitions that use Information Technology (IT), including Top Secret, Classified and Unclassified Systems. Makes improvements, solves problems, or takes corrective action when problems arise; gives presentations or briefings on all aspects of the project; participates in IPRs, design network reviews, and final project reviews; identifies project documentation requirements or procedures; and facilitates IT implementation release plan across entire Command.  Responds to end user requests for Information Technology support for assigned ATEC-wide system or systems. Develops technical and strategic plans to support functional customer requirements; coordinates and monitors information technology (IT) projects and programs, including information systems design, development, testing, and acceptance; provides expert advisory services relative to the adequacy of existing or proposed hardware, software, and related support equipment; and reviews assessments of the adequacy of information system or network maintenance requirements.
    3. CUSTOMER SUPPORT:  Work involves a variety of common problems, questions, or situations that are dealt with in accordance with established criteria. Keeps abreast of and monitors significant developments related to the assigned program area, prepares analyses of the implications of these developments, and recommends program modifications. Leads and participates actively as a team member or leader on project teams involving participants internal and external to ATEC. Work affects the overall accuracy, reliability, acceptability, and timeliness of the final work products or services developed. Performs work independently or as a member of a team, in the administration, delivery, and support of IT systems and services. Investigates, analyzes, and troubleshoots difficult and complex hardware, software, and systems problems reported by organizational IT users pertinent to a wide variety of organizational software applications, operating systems, and IT equipment; isolates cause of malfunctions; and recovers, adjusts, modifies, and/or improves systems as necessary. Responds to and resolves user trouble calls involving Local Area Networks, PC’s, peripheral devices, printers, scanners, local Commercial Off the Shelf hardware/software, and current Army operating systems. Evaluates the effectiveness and performance of Information Technology (IT) networks; maintains network and systems operational statistics; coordinates deployment and support of standard applications, manages the establishment and operation of consolidated server farms; establishes and enforces network related policies and standards (e.g., web, network, server, and application standards). In this capacity the incumbent:
    a. Identifies customer’s information systems requirements;
    b. Analyzes information systems requirements or environment;
    c. Defines project scope, requirements, and deliverables;
    d. Develops, modifies, or provides input to project plans;
    e. Designs or conducts studies, cost-benefit analyses, or other research;
    f. Coordinates and integrates project activities; Evaluates or monitors compliance with laws, regulations, policies, standards, or procedures. Apply IT-related laws, policies, directives, and provide IT-related guidance through the total acquisition life-cycle. 
    g. Assist with purchases or contracts for IT services, equipment, products, supplies, or other items;
    h. Leads network or information systems testing strategies, plans, or scenarios;
    i. Identifies standards or requirements for infrastructure configuration or change management;
    j. Ensures appropriate product-related training and documentation are developed and made available to customers and conducts training as instructed
    k. Implements project plans to meet objectives; and 
    I. Makes improvements, solves problems, or takes corrective action when problems arise.

Job Qualification

     In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).     The experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
    (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
    (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
    (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Specialized Experience

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

  •  Employee must be able to obtain within 6 months and maintain certification and training required of a DoD 8570.01-M Information Assurance Manager Level II. Or obtain and maintain foundational qualification as a DoD Cyberspace Workforce work role 722 (Information System Security Manager), with advanced proficiency level, within 9 months under DoDM 8140.03 once implemented by Army.
  • This position requires a Top Secret Security clearance. 
  • Appointment to this position may require a 1-year probationary period.
