Job Summary

The United States Army Test and Evaluation Command is posting this advertisement for the subject position above. The chosen candidate will serve as a Program Analyst supporting the Maintenance Division, Yuma Proving Ground, Yuma, AZ. A selection will be made soon after the closing date. Selection of this position is permanent and will be made at the GS-11 or GS-12 grade level.

This position is being advertised at both the GS-11 and GS-12 levels. If selected at the GS-11 level, you may be noncompetitively promoted to the next level once all conditions for advancement have been met. This includes, but is not limited to: 1 year of specialized experience at the next lower grade level, meeting Time-in-Grade, and having an acceptable work performance. Management may select from any level for which this position is advertised and for which the applicant is qualified.

Job Responsibilities

As a Program Analyst you will:

  • Serve as Program Analyst performing analytical and evaluative work in support of varied, complex and highly visible programs
  • Review/analyze resource requirements and schedules; monitor execution of budgets
  • Develop or improve internal procedures and other program criteria for determining and controlling resource requirements
  • Compose detailed process management maps and internal procedures
  • Project Coordination

You must meet the experience and or education requirements below:

For the GS-11 level: 

EXPERIENCE:  To qualify for the GS-11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09. For this position, specialized experience is:

  • Performing analytical and evaluative work in support of varied, complex and highly visible programs

OR

EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR

COMBINATION: Equivalent combinations of education and experience.

 

For the GS-12 level:

EXPERIENCE: To qualify for the GS-12 grade level you must have one full year of specialized experience You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience is:

  • Analyzing program requirements and schedules to determine compatibility, realism, program balance, proper time phasing, budget compliance
  • Developing or improving internal procedures and other program criteria for determining and controlling resource requirements

Education cannot be substituted for experience at this grade .
