The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $102,166 including locality.
 
The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, and Credit for Leave Accrual. Incentives may be authorized IAW agency policy. Job Responsibilities

In this position you will serve as a Human Resources Specialist< NH-0201-02 in the ATEC HQ, G-1 Directorate. 
 
Duties include:
  • Serving as a HR Specialist with responsibility for monitoring the execution and implementation of command policies for assigned civilian personnel programs.
  • Interpreting command policies and providing advice on a wide variety of civilian personnel programs and procedures. 
  • Providing support to higher level specialists on various technical and administrative HR programs such as on-boarding, in/out processing, awards, telework, pay and leave, training, staffing, classification, performance management, workforce development, acquisition workforce, etc. 
  • Independently researching, gathering, and analyzing statistical and narrative data, analyzing a variety of routine and non-routine facts, reviewing pertinent directives, and developing recommendations to resolve problems for the timely execution of internal and external actions.
  • Reviewing, researching and analyzing policies, guidelines and directives issued by higher echelons.
  • Serving as a Staff Action Officer supporting the Command’s HR Inspection Program.
  • Serving as the principal office assistant, performing a wide variety of administrative and clerical duties for the Directorate.
  • Initiating correspondence, Standard Operating Procedure (SOPs), directives and memoranda to implement approved recommendations. 
  • Providing policy and procedural briefings and instructions to supervisors and/or coordinates such briefings to implement new or revised actions.
  • Participating in the planning, developing, analyzing, and evaluating of requirements and establishing policies and procedures for management of Directorate administrative actions.
  • Uses a variety of office automation software and equipment in support of the administrative needs of the Directorate to include, but not limited to:Timekeeping, Travel, Suspense Tracking and Records Management.
