Job Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for a Health Physicist and is located at U.S. Army Aberdeen Test Center (ATC), Safety and Occupational Health Office, Safety Program Management Division, with a duty location of Aberdeen Proving Ground, Maryland.
This position has a Full Performance level to the NH-03 (GS-12/GS-13)
U.S. Army Aberdeen Test Center (ATC) is a 66,000 acre developmental test facility located 40 miles north of Baltimore, Maryland. ATC is responsible for testing wheeled and tracked automotive systems, weapons, munitions, Soldier systems, support equipment, vehicle and crew survivability, and many other systems in development by the DoD and other government agencies. ATC employees play a critical role in ensuring new systems and cutting-edge technology are safe and reliable, prior to use by members of the military.
Job Responsibilities
The ATC Radiation Safety Team is responsible for the management of ionizing and non-ionizing radiation safety programs. The incumbent is responsible for the activities of the team, including ensuring compliance with Nuclear Regulatory Commission (NRC) requirements for radioactive material licenses. The Radiation Safety Team:
- Develops ATC radiation protection policies and procedures.
- Assesses radiological risk posed to ATC personnel during the conduct of testing.
- Ensures ATC personnel are trained and equipped to comply with regulatory requirements.
- Resolves health physics and radiation safety issues that arise during tests and test support operations.
- Designs and develops protective measures and ensures adequacy.
- Manages multiple licenses, Army radiation authorizations, and permits.
- Executes ATC environmental radiological monitoring program by conducting surveys in and around the test center and analyzing results.
- Uses and manages a small laboratory that supports radiological monitoring programs.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
- Basic Requirement for Health Physicist:
A. Degree: Bachelor's degree (or higher degree) in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
OR
B. Combination of Education and Experience: Courses, as shown in A above, plus appropriate experience or other education.
OR
C. Certification: Certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
NH-03
**Specialized Experience:** One year of specialized experience that includes: 1) Evaluating the effectiveness of radiation protection programs to provide recommendations; and 2) Analyzing radiation exposure data and/or radiation doses to personnel as needed. This definition of specialized experience is typical for work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.

Conditions of Employment
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of less than 5% of the time.
- Medical examination required prior to hiring and annually thereafter.
- This position requires the wear Personal Protective Equipment (PPE). Must be physically able to wear chemical protective gear and/or full-face chemical protective masks with appropriate optical inserts.
