Job Summary
This is a Management-identified Internal Candidate (MIIC) announcement for a Supervisory General Engineer, NH-0801-04, Division Chief position. This announcement will be used to fill a Division Chief position with RTC, Missile and Sensors Test Directorate, Instrumentation Division.
This announcement is open to current high-performing NH-03s and NH-04s permanent internal RTC Department of the Army Civilian employees (DACs). Only permanent DACs with at least 52 weeks at NH-03 or equivalent pay band in the engineering series (OPM Classification 08XX) may be considered.
RTC participates in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, AcqDemo replaced GS grade levels with occupational families and pay bands.
The NH-04 ban is equal to the GS-14 step 01 through GS-15 step 10. This position is subject to the NH-04 Division Chief/Division Chief Equivalent control point of the ATEC Control Point Policy at $183,164 per year (Includes locality pay).

Job Responsibilities
- Serves as a Division Chief within the Redstone Test Center with responsibility for life cycle test and evaluation of Army missiles, aviation systems, sensor systems, subsystems, components, and other weapons systems.
- Responsible for the development of Instrumentation Division-related state-of-the-art test technologies such as flight termination systems, telemetry instrumentation, test tools, and/or distributed test capabilities.
- Supervises a diverse team of engineering and technician personnel responsible for the full range of test and business processes and provides management oversight of extensive contract support efforts.
- Manages coordination of adequate personnel resources and test facilities to support scheduled test missions.
- Collaborates with project management offices, original equipment manufacturers, and others within the acquisition community.
- Provides oversight and technical guidance to personnel in the development of comprehensive test plans, reports, and safety documentation.
- Manages the Division operating budget, the Division property hand receipt, and ensures all Division operations are compliant with applicable security, environmental, and safety procedures for hazardous and nonhazardous tests.
Job Qualification
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on education, your transcripts will be required as part of your application. To be eligible, you must have, and your resume must describe, at least one year of specialized experience equivalent to the NH-03 grade level.

Specialized Experience
One-year specialized experience which includes:
- Expert knowledge of life cycle test and evaluation programs for weapons systems
- Applying safety operating practices and procedures for an organization’s test programs
- Managing test capabilities and or personnel required to execute test mission
- Providing oversight of a team for planning, conducting, and evaluating tests.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, NH-03 (GS-13)

Conditions of Employment
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is subject to a Temporary Duty or business travel requirement of 10% or less of the time.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to a Temporary Duty or business travel requirement of 10% or less of the time.
