POSITION:  Technical Director, U.S. Army Evaluation Center (AEC), Ballistic Missile Defense Evaluation Directorate (BMDED), Redstone Arsenal, AL.

PLACE OF WORK:  This is an Army Evaluation Center position (AEC), Redstone Arsenal, Alabama, and duty will be co-located in missile Defense Agency facility.

PERIOD OF ASSIGNMENT:  This temporary detail will be limited to 4 but no more than 6 months.

WHO MAY APPLY:  High performing U.S. Army Test and Evaluation Command (ATEC), Army Evaluation Center (AEC), Aberdeen Test Center (ATC), Combat Capabilities Development Command (DEVCOM), and Missile Defense Agency (MDA), and PEO Missiles and Space current NH-04 employees.  Candidates must meet minimum qualification requirements for the following job series:

               0401 - Biologist

               0801 - General Engineer

               1301 - Physical Scientist

               1515 - Operations Research Analyst

ABOUT THE POSITION:  This position provides the opportunity to serve as the Technical Director of the Ballistic Missile Defense Evaluation Directorate (BMDED) within the Army Evaluation Center (AEC). The US Army Evaluation Center's (AEC) mission is to plan, support, conducts and provide independent evaluations, assessments, and experiments in order to provide essential  information to decision-makers. The Ballistic Missile Defense Evaluation Directorate (BMDED) plans, programs, coordinates, and executes independent operational tests and assessments for the Missile Defense System (MDS). The BMDED also serves as the lead agency for the Missile Defense System (MDS) Operational Test Agency (OTA), which includes the Army Test and Evaluation Command (ATEC), Air Force Operational Test and Evaluation Command (AFOTEC), Navy, Operational Test and Evaluation Force (OPTEVFOR), the Joint Interoperability Test Command (JITC) and Space Force Space Training and Readiness Command (STARCOM). The MDS OTA works directly with the Missile Defense Agency (MDA) in planning, programming, coordinating, and executing operational tests and produce independent capabilities and limitations assessments for the MDS.
 

DUTY DESCRIPTION:   The BMDED Technical Director serves under the general direction and guidance of the BMDED Director. The Technical Director provides the technical leadership of the operational test and evaluation program of the Missile Defense System (MDS) including all MDS components in partnership with the supporting Service Operational Test Agencies (OTA) that comprise the multi-service MDS OTA Team. The Technical Director will provide broad guidance in support of flight, ground, and cybersecurity test and evaluation to include development of test requirements, modeling and simulation implementation, analytical tool suite implementation, and overall weapon system operational assessments.
The Technical Director will regularly interface across the Office of the Secretary of Defense (OSD), Director for Operational Test and Evaluation (DOT&E), Missile Defense Agency, Combatant Commands (CCMD), and the Services. The Technical Director will represent the MDS OTA Team in multiple senior level forums and will be responsible for promulgating and advocating the ATEC and MDS OTA positions.

Job Responsibilities

  • Supervises, manages, and directs, through subordinate supervisors, the efforts of professional and non-professional personnel engaged areas across multiple functional portfolios.
  • Defines directorate areas of responsibility and serves as an authority, consultant, and organizational representative at conferences with other commands and private industry on matters pertaining to assigned responsibilities.
  • Identifies, establishes, and maintains broad organizational relationships and develops internal policy/procedural statements, which provide subordinate supervisors technical and administrative guidelines for effective and economical management of mission areas.
  • Makes decisions on work problems presented by subordinate supervisors. Interviews candidates for key subordinate positions; makes, or approves, selections for nonsupervisory positions; and renders decisions on requests for appointments, promotions, or reassignments.
  • Hears and resolves group grievances and serious employee complaints; and reviews and approves serious disciplinary actions (e.g., suspensions and removals) involving subordinates.
  • Manages and executes Directorate budget allocations.
  • Approves expenses comparable to within-grade increases, extensive overtime, and employee travel; recommends awards or bonuses for subordinate employees; and makes decisions on training requests from organizational employees.
