PLACE OF WORK: 

Dugway Proving Ground is seeking a dynamic and versatile General Engineer. This role will report to the Senior Lead Engineer. This position involves comprehensive planning, design, and execution of engineering projects essential to our mission and will work in the Test Support Division, Engineering Branch at Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. Job Responsibilities

  • Engineering Design and Modification: Skilled in designing, analyzing, and modifying infrastructure and facilities. Responsible for preparing and reviewing engineering plans, specifications, and project documentation.
  • Infrastructure Development: Provide expert engineering recommendations to senior management, influencing long-term infrastructure planning and development to support WDTC’s strategic goals.
  • Project Management: Manage the end-to-end process of engineering projects.
  • Technical Coordination: Collaborate with customers and other stakeholders to define project requirements. 
  • Cost Estimation and Budgeting: Develop accurate cost estimates for engineering projects using industry-standard tools such as RS Means CostWorks. Ensure projects are planned and executed within budgetary constraints. 
  • Regulatory and Safety Compliance: Ensure all engineering projects comply with federal, state, and local regulations. Conduct regular reviews to identify and mitigate potential risks.
  • Construction Oversight: Oversee and monitor ongoing construction activities, working closely with Contracting Officer Representatives (CORs) and Quality Assurance (QA) personnel .

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience for the GS-13: To be found qualified, your resume must reflect one year of specialized experience in: engineering design, infrastructure planning, or project management; AND experience in using tools like RS Means Cost Works for developing engineering cost estimates/budgeting, This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Conditions of Employment

  • Position requires applicant to obtain and maintain a Secret Clearance.

  • May have to work occasional nights/weekends to support outreach events.

  • This is a designated acquisition positions and the incumbent must become Practitioner level II certified in Test and Evaluation within 5 years of appointment.
