Aberdeen Test Center (ATC) provides test and test support services for authorized customers within and outside of DoD, including government and non-government organizations, domestic and foreign. Additionally, performs comprehensive test and training, both real and simulated, exploits emerging technologies, and develops leading-edge instrumentation and test methodologies.
PLACE OF WORK: This position is located within the U.S. Army Test & Evaluation Command, Aberdeen Test Center (ATC) within (Various Directorates), Aberdeen, MD.

Job Responsibilities

Performs developmental duties and assignments designed to orient, train, and increase the incumbent's knowledge in a professional series, in relation to problems concerned with testing a wide variety of military systems and equipment; prepare the incumbent for the next higher grade; and relate directly to the knowledge, skills, and abilities necessary to perform the duties of the full performance level position. Typical assignments at this level include, but are not limited to the following;
Receives formal and on-the-job instructions designed to familiarize the incumbent with the functions and operations of the program area and work responsibility. Incumbent is provided practical experience in the application of related knowledge and applies professional theory, principles, and practices to the work assigned.
Assists higher graded employees, individually or as a team member, by performing duties as they relate to the professional discipline. Assignments involve procedures and practices that generally are standard in nature with related precedents available.
Assumes more varied and difficult assignments as training progresses and more experience is gained in the specialized area.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
In order to qualify, you must meet the basic qualifications/requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Competencies Desired: Data analysis, modeling and simulation, communication (oral/written), problem-solving, conflict resolution, hands-on lab/field experiences, logical/critical thinking, high-level projects, leadership skills.
GS-05: No specialized experience. OPM Basic Qualifications have to be met.
GS-07: In addition to basic qualifications, one year of specialized experience which includes 1) Performing routine scientific or engineering tasks to assist higher level employees. 2) Knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed; OR Education substitution: 1 year of graduate-level education or superior academic achievement. (GPA of 3.0 or higher)
GS-09: In addition to basic qualifications, one year of specialized experience which includes 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects; and 2) Assisting with analyzing/evaluating scientific data in the solution of scientific or engineering problems; OR. Education substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
GS-11: In addition to basic qualifications, one year of specialized experience which includes 1) Interpreting/applying scientific or engineering guidelines to test and evaluation of military equipment. 2) Preparing report on testing procedures and findings to ensure requirements are met; and 3) Analyzing/evaluating scientific data to obtain solution to test problems; OR Education substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-12: In addition to basic qualifications, one year of specialized experience which includes: 1) Planning and directing test and data collection strategies for military equipment; 2) Authoring reports on testing procedures and findings; and 3) Managing complex projects and programs (cost/schedule/performance). Education substitution: there is no education substitution at this level.
