Job Summary

  • This position is a Management Identified Internal Candidate (MIIC) announcement, only open to ATC, Automotive Directorate, IN MGT/SFT SPT BR, NH-03.

  • The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.

  • ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NH-03 Senior Professional control point of the ATEC Control Point Policy is monetarily equivalent to the GS-13 salary range; this position is subject to the NH-03 Senior Professional control point of $153,354.***

Job Responsibilities

  • Ensures that the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines, and quality have been met. 

    Serves as subject-matter expert on data collection and analysis software. Oversees and provides technical guidance to a team of software developers who specialize in developing scientific and engineering applications used for automated data collection, data reduction and analysis, and test management in information systems. Plans, organizes, coordinates, and directs group efforts leading to refinement of software, hardware, and interface functions; recommends new or improved software development policies, regulations, and directives; and determines the need for, and direction of, further studies pertaining to assigned systems. Applies state-of-the art computer science principles and concepts to the design, development, implementation, maintenance, and use of complex databases and software systems (e.g. Atlas-storage, editing, and reporting of instrumented data, Focus - collection and reporting of ballistic data, United Harvester - system to upload and store instrumented data). 

    Prepares and integrates large, varied datasets; creates specialized databases and computing environments to generate customized test data reports to communicate results to a wide variety of stakeholders. Advises on usage and access control policies in collaboration with data stewards; and recommends improvements to methods and algorithms used. Designs and/or evaluates statistical and mathematical techniques for guarding against inaccurate, invalid, or missing data; writes computer programs to implement such techniques; and uses programs to monitor contents of databases at regular intervals. Investigates data which is flagged as questionable; Provides expert advice and consultation to organizational personnel on a variety of complex software/system problems. Prepares study reports pertaining to assigned portion of analytical efforts; and provides briefings and training containing highly technical information to a wide variety of system users and customers, as well as to senior leaders and representatives from other test centers and agencies. Attends professional symposia dealing with database techniques and policy; and maintains state-of-the-art awareness in operations research, mathematical and statistical methods, database management system (DBMS) software, and data standards which are government-wide or imposed by DoD or DA. Develops whitepapers, standard operating procedures (SOP), and training guides on proposed software systems capabilities, architecture, and users and references materials to document internal processes and procedures; and reviews documentation prepared by in-house or contract programmers. Represents the organization in presenting and justifying comprehensive proposals for major development efforts. 

Job Qualification

Specialized Experience

1. Expert knowledge of computer languages/software development tools such as Java, Javascript, and Angular, database management system design, data structure and network theory, the relationship of computer architecture to software design, interactive and query system design principles, and graphics techniques sufficient to oversee and provide technical guidance to a team of software programmers who specialize in developing scientific and engineering applications used for automated data collection, data reduction and analysis, and test management in information systems.

2. Advanced knowledge of statistical methods, matrix algebra, and simulation concepts sufficient to design and/or evaluate statistical and mathematical techniques for guarding against inaccurate, invalid, or missing data.

3. Advanced knowledge of a variety of software applications and database management systems used for storing, manipulating, transforming, or presenting information by means of computer systems (e.g. Oracle, SQLServer, Tomcat, PowerBI, A365) sufficient to design, develop, implement, maintain, and use complex databases and software systems. 

4. Experience developing/migrating applications in an Azure Cloud environment is helpful but not required. 

5. Experience developing/supporting in an A365 environment is helpful but not required.

Ability to communicate both orally and in writing. 

Prepare study reports and provide briefings. 

Conditions of Employment

Position requires incumbent to occasionally travel away from the normal duty station for business purposes (up to 20% of the time).

This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.  

Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Practitioner Career Level Certification must be met within 5 years.

Advanced Career Level Certification must be met within 4 years.
