Dugway Proving Ground is seeking applicants for our Deputy Director position for the West Desert Test Center on Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. 

Job Responsibilities

Serves as Deputy to the West Desert Test Center Director (WDTC) with line management responsibilities across the spectrum of the test center's functions. Assists in planning, directing, and evaluating all aspects of work within the test center, analyzing policies, plans, objectives, and goals for the accomplishment of the assigned functions of the test center. 

Plans and develops policies and procedures for accomplishing the work of the test center. Responsible for reviewing and editing test execution plans, test methodology plans, scientific test reports, and standing operating procedure documents to ensure they are technically accurate, correct and in the proper format. Provides advice, assistance, and resource adjustments to support major requirements. Coordinates with higher, lateral, and adjacent or supporting headquarters, and other appropriate organizations/agencies as required, regarding projects and for completion of actions. 

Assists with strategic planning and development of Chemical and Biological test capabilities. Presents and defends the management views on technical aspects of the programs and attends meetings, prepares papers, and processes documents involving technical and programmatic requirements.

Serves as the rating supervisor for the secretary/administrative assistant within the Office of the Director, WDTC, to include reviewing and approving performance appraisals.

Specialized Experience

SPECIALZED EXPERIENCE FOR THE GS-14: To qualify based on your experience, your resume must demonstrate as least one year of:  1) Serving as program manager for Test and Evaluation programs; 2) Advising senior leadership based on technical or operational knowledge/experience to meet Test & Evaluation mission and organizational needs; AND 3) Developing or improving organization-wide processes to increase efficiency. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-13).

Conditions of Employment

  • This position requires up to 20% TDY/Business travel.

  • This is a Critical Acquisition Position.  Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • T&E Practitioner Career Level Certification must be met within 5 years.
  • A trial/probationary period may be required.
  • A supervisory probationary period may be required.

  • Direct deposit of pay is required.
