Job Summary
The United States Army Test and Evaluation Command is posting this advertisement for the subject position. The chosen candidate will serve as an Equipment Specialist supporting the Maintenance Division within Yuma Test Center, Yuma Proving Ground, AZ. A selection will be made soon after the closing date. Selection of this position will be made permanent at the GS-11.
Job Responsibilities
As an Equipment Specialist (General) you will:
- Provide Equipment and Supply Management support functions to include: Preparing reports, conducting inspections and recording vehicles and equipment; Conducting spot checks on serviced equipment to verify work completion; Ensuring division OSHA compliance by developing programs for Crane/Hoist (lifting devices safety) as well as compliance with TMDE, HAZMART and Environmental requirements; Ensuring annual maintenance, inspections, and special load tests of all cranes and hoists are performed.
- Provide Facilities support functions to include: Reviewing regulations, technical manuals, directives, etc. for guidance relating to maintenance, repair, minor construction, or utility operations activities; Inspecting facilities to determine repair and requirements for immediate or long-range projects, ensuring data formulation for incorporation into Facility Management Plan; Preparing cost estimates for maintenance and construction of facilities and related equipment; Scheduling repair/upgrade projects involving maintenance facilities/complexes.
- Provide support to the Safety program within the Maintenance Division to include: organizing, planning, and managing the safety and health program; Conducting facility inspections as required under OSHA regulations the Department of Defense policy and/or special initiatives; Initiating appropriate actions to correct deficiencies based on inspection findings; Providing a channel of communication between employees and management to assist management in providing a safe and healthful workplace.

Qualifications:
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Specialized Experience:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: development of plans and procedures to promote the establishment of effective equipment maintenance program; processing documentation pertaining to receipt, issue, transfer, or shipment of property; and assisting with maintaining inventory of purchase receipts or material goods.

Ph.D or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such degree
or
LL.M., if related.

- The duties of this position require access to AA&E (AR 190-11 Physical Security of Arms, Ammunition, and Explosives). The provisions of paragraph 2-11 AR 190-11 apply.

- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. Position is subject to a pre-employment screening, and random testing.
- Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
