The NH-02 band is equal to the GS-5 step 01 through GS-11 step 10. This position is subject to the NH-02 Analyst (V) equivalent control point of the ATEC Control Point Policy at $86,074 per year. Salary includes applicable locality pay or Local Market Supplement.

Job Responsibilities

Serves as an Information Technology (IT) Specialist, performing a wide variety of complex IT and operations controller functions as well as technical duties in support of tests and missions conducted at White Sands Missile Range (WSMR). The incumbent operates, maintains, and analyzes communications systems located at the Central Telecommunications Office and within the cantonment area of WSMR and/or the Command Control/Flight Termination Systems in fixed and mobile facilities located both on and off WSMR. Assumes responsibility of Central Office (CO) or Technical Control
Facility’s (TCF) situated in different geographic location. Also assumes full responsibility for conducting the installation, maintenance, mission operation, testing and troubleshooting of a variety of complex IT and telecommunications systems and equipment (e.g., routers, switches, Flight Termination System (FTS), UHF/VHF radios, Microwave, Fiber Optics, and other data communication & network systems). Utilizes knowledge of a wide range of networking and communications concepts, principles, and practices to accomplish work processes. The incumbent will also review, analyze, and resolve difficult and complex communications problems to ensure that optimum mission support requirements and services are provided. Coordinates with various communications sites to resolve operation and technical problems.

Job Qualification

Basic Requirement for Information Technology Specialist (Network Services):

Experience: Information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) demonstrating each of the four competencies, as defined:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; and responding to inquiries in a timely manner and keeping customers informed of status and status changes.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors.

Education: Bachelor's degree (or higher degree) from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, a bachelor's degree (or higher degree) from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

 

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Conditions of Employment

** This position requires Level II certification in Information Assurance (IAT-II) or the incumbent must be able to obtain certification within 6 months of appointment.

** This position is IA Level II and subject to requirements of DOD 8570 and local Computing Environment (CE) certification requirements.  Applicant must either have a current DOD 8570 or be able to obtain one within 6 months of appointment.

** Position requires a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance.

** Mission Essential Position

** This position requires temporary duty (TDY) travel up to 25% of the time.

 

U.S. Citizen is required and you will be required to provide proof of U.S. Citizenship.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

A trial/probationary period may be required.

You will be required to provide proof of U.S. Citizenship.

Direct deposit of pay is required.
