PLACE OF WORK:
Dugway Proving Ground is seeking applicants for a Data Scientist with a background in computer science, mathematics, statistical analysis, or modeling/simulation for the Data and Analytics Office for Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. This position is being advertised at multiple levels. If selected below the GS-13 level, you may be noncompetitively promoted to the next level once all conditions for advancement have been met. This includes but is not limited to 1 year of specialized experience at the next lower grade level, meeting Time-in-Grade, and having an acceptable work performance. Management may select from any level for which this position is advertised and for which the applicant is qualified.

Job Responsibilities
Participates in the development, testing, and maintaining of a data architecture. Aligns architecture with requirements and uses professional and scientific knowledge to conduct data analytics on a wide array of instrumentation data collected in support of test. Identifies shortfalls, troubleshoots data issues and determines ways to mitigate risk. Leverages data tools, collects data and evaluates alternatives to assess projected capabilities for future mission support.
If selected at the less than full performance level, your assignments will be developmental in nature, and you will be under greater supervision.

Specialized Experience
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for the GS-07: To be found qualified, your resume must reflect one year of specialized experience: 1. Participating in analyzing test data; 2. Reviewing data from multiple systems. AND 3. Building data visualizations. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-5).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Operations Research Analyst, Mathematician, Mathematics Statistician, Statistician, Computer Science or Date Science. (Note: You must attach a copy of your transcripts.)

Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for the GS-11: To be found qualified, your resume must reflect one year of specialized experience: 1. Reviewing, analyzing, and providing information from multiple systems to prepare data reports; 2. Using data tools and techniques to process large, datasets into structured formats for matching, analysis, or estimation; 3. Using two of the following programming languages: Python, Java, or SQL; 4. Database management; AND 5. Collaborating with team members to solve data problems. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-9).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Operations Research Analyst, Mathematician, Mathematics Statistician, Statistician, Computer Science or Date Science.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for the GS-12: To be found qualified, your resume must reflect one year of specialized experience: 1. Identifying data required for use in the management and direction of programs; 2. Using data tools and techniques to process large, datasets into structured formats for matching, analysis, or estimation; 3. Specialized Experience for the GS-13: To be found qualified, your resume must reflect one year of specialized experience: 1 Conducting analysis using software and/or programming languages; 2. Using data tools and techniques to process large, datasets into structured formats for matching, analysis, or estimation; 3. Conducting research using public and Federal data systems to create data modeling best practices and relational databases; 4. Experience with programming languages Python, Java, and SQL; AND 5. Experience leading interdisciplinary teams, including members from outside the organization. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-12).
