Job Summary

This position is a Management Identified Internal Candidate (MIIC) announcement, only open to AEC NH-03 and NH-04's.

 

POSITION:  Division Chief, U.S. Army Evaluation Center (AEC), Aviation and Fires Evaluation Directorate (AFED), Long Range Precision Fires (LRPF) Division.

 PLACE OF WORK:  AEC, Aberdeen Proving Ground, MD. 

PERIOD OF ASSIGNMENT:  Assignments are expected to start on/about 22 October 2023. This will be a Reassignment (NH-04s) or a Promotion (NH-03s). In the event a Colonel is assigned as the Director of the hiring Directorate, the Division Chief selectee may be reassigned to an alternate position at the NH-04 level.

NUMBER OF POSITIONS:  1

This NH-04 band is equal to the GS-14 step 01 through GS-15 step 10. This position is subject to the NH-04 Division Chief control point of the ATEC Control Point Policy at $183,500 per year (includes locality). 

Job Responsibilities

ABOUT THE POSITION:  This position provides the opportunity to serve as the Division Chief within AEC, responsible to the Technical Director(s) and Director, for total mission accomplishment affecting the Division.

  • Supervises up to 20 personnel to include civilian employees and military personnel.
  • Evaluates work performance of subordinates, gives advice, counsel, or instruction to employee on both work and administrative matters.
  • Responsible for test and evaluation planning, coordination, execution, and reporting of the integrated testing and evaluation of assigned systems.
  • Ensures evaluation plans and reports on effectiveness, suitability, survivability and safety; integrating developmental and operational testing to the maximum extent feasible; and ensures that test programs are tailored and integrated.
  • Assigns work to subordinates based on priorities, difficulty and requirements of assignments and the capabilities of employees.
  • Provides technical oversight; develops performance plans and rates employees; identifies developmental and training needs.

Conditions of Employment

  • A supervisory trial/probationary period may be required.
  • This position requires temporary duty (TDY) travel up to 20% of the time.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. Note: Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
    • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
    • Selectee must obtainTest & Evaluation certification at the Practitioner Career Level Certification within 5 years.
  • Selectee will be required to sign a Memorandum of Understanding, acknowledging the potential to be reassigned to another NH-04 at a later date in the event of a military Director placement.
