Job Summary
This position is a Management Identified Internal Candidate (MIIC) announcement, only open to ATC, Automotive Directorate NJ-04.
The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.
ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NJ-04 Non-Supervisory Journeyman Technician control point of the ATEC Control Point Policy is monetarily equivalent to the GS-12 salary range; this position is subject to the NJ-04 Non-Supervisory Journeyman Technician control point of $129,591.***
Job Responsibilities
Serves as senior site operations technician responsible for overall planning and management of a broad area of range related operations to include the unconventional planning; design; systems layout, fabrication, installation and maintenance on a Research, Development, Test and Evaluation (RDT&E) Range. Due to uniqueness of the field and lack of established guidelines the incumbent must analyze the overall project, and interpret assignments, plans and related information. Assignments of a broad scope and complexity requires the ability to select, adapt and apply multiple guidelines, precedents and engineering principles and practices as they relate to weapons and munitions testing, maintenance, and range related operations. Duties require substantive analysis and evaluation of alternatives by the incumbent and ultimately the selection of those appropriate as well as the determination of the findings and conclusions. Provides guidance and direction to others to accomplish the mission. Exercises full technical responsibility for all operations.
Responsible for planning and conducting assigned projects. Prepares and comments on plans and documents pertaining to assigned projects. Prepares and establishes schedules and ensures work is completed in required timeframe. Reviews and proposes changes to procedures and operations to ensure they are done in a manner to meet mission requirements. Reviews and coordinates documents. Attends meetings and other working groups, and committees as required.
Serves as working field project lead when projects require the simultaneous effort of several personnel. During the course of these projects, the incumbent directs the activities of engineers, technicians and other supporting government/contractor personnel assigned to the project. Monitors operations being performed either directly or through a subordinate, to insure compliance with the approved plans and procedures. Reviews and/or develops operating procedures, and plans to develop technical documents, preliminary plans, and estimates for range efforts. Integrates the results of the various efforts performed into the final project.
Provides guidance to individuals/teams; resolves conflicts. Serves as subject matter expert. Presents projects/programs briefings to obtain consensus/approval. Prepares, reviews, and approves management/technical reports for internal and external distribution. Resolves and coordinates technical problems involving multiple projects/programs. Establishes customer alliances; anticipates and fulfills customer needs and translates customer needs to projects/programs. Organizes and leads customer interactions.

Specialized Experience
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
OR
Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Conditions of Employment
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance & access for the duration of employment.
Position requires incumbent participation in the Medical Surveillance Program.
The duties and/or requirements of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. As such, this position is subject to a pre-employment drug screening and random testing thereafter.
The work environment involves regular and recurring potential dangerous or hazardous situations. Conditions at work sites expose the technician to potentially dangerous situations associated with use of toxic chemicals, explosives, and other hazardous materials. The technician regularly wears the required level of protective clothing and equipment when working in these hazardous environments.
Position requires the completion of a pre-employment physical examination and an annual examination thereafter.
Must be able to lift up to 50lbs or more.
This position requires incumbent possess, or be able to obtain and maintain, a valid state Driver's License in one of the 50 U.S. states or possessions.
The incumbent is required to possess within 6 months of employment, and maintain, clearance for unaccompanied access to Arms, Ammunition, and Explosives (AA&E). The Security Officer, ATC, may extend this time limit for individual cases, when a delay in the clearance process is not the fault of the employee.
