The Electronic Proving Ground is seeking applicants for an Telecommunications Specialist at  Fort Huachuca is located 75 miles southeast of Tucson, AZ.  We are nestled at the foot of the Huachuca Mountains and enjoy the benefit of some of the best climate and beautiful terrain in the United States. Fort Huachuca enjoys sunny days and starry nights with an average daytime temperature of 74 degrees, making it an ideal location for diverse recreational activities. Sierra Vista is a Purple Heart City and veteran friendly, where the average commute is 16 minutes. This mid-sized city experiences a mild climate with a laid back lifestyle and athletic environment. The surrounding area has a wealth of outdoor activities such as hiking, mountain biking, cycling (30 miles of path) and wildlife viewing. Water activities are available at two nearby lakes, and the city’s Cove Aquatic Center. There is a weekly Farmer’s Market and many holiday festivals throughout the year. The city is just a short drive away from Southern Arizona’s bustling wine country, Cochise County alone has over 10 wineries. Sierra Vista is home to a community college and two universities. Fort Huachuca’s Housing Office even offers local relocation assistance for our Civilian workforce. Those wishing to live in Tucson for additional housing options and work on post, may utilize a weekday shuttle. 
 
Our typical work schedule is M – Friday, 6:30 am  – 4:00 pm.  We are offer 2 days of telework per week.

Job Qualification

Maintain Certified TEMPEST Professional Level II (CTP II) certification. Have an advanced understanding of TEMPEST principles, a broad knowledge of E3, as well as test and evaluation requirements and methods to identify, isolate and correct critical operational problems of existing systems and equipment. Position requires selectee to obtain and maintain Defense Acquisition University – Test and Evaluation Practitioner within 2 years.

Specialized Experience

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Knowledge of writing techniques to write technical plans, reports, and papers.
Knowledge of related technical fields such as computer science, physics, and statistics in order to plan, conduct, and report testing of advanced electronic systems for TEMPEST/E3 issues.
Knowledge of military command, control, communications, tactical computer, and intelligence/electronic warfare (C4I) architecture, missions, and programs.
Knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations and requirements for the test program(s) assigned and a thorough knowledge of the US Army's planning, acquisition, and management process for both short- and long-range programs.
