Job Summary
The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign; provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.
**ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. This position is subject to the NH-02 Non-Supervisory Analyst V control point of the ATEC Control Point Policy, is monetarily equivalent to the GS-11 salary range, and set at $107,590.**
Job Responsibilities
MAJOR DUTIES:
1. Serves as the Management Analyst for Aberdeen Test Center (ATC). Responsible for the management and execution of Directorate processes and adherence to ATC. Collaborates with various offices throughout the command, and works directly with Directorate personnel, to execute tasks and deliver comprehensive support of the Directorate’s various functions, reports and data calls in logistical and procurement areas of such as contracting, purchasing, budgeting, equipment calibration, and equipment tracking. Serves as action officer to develop and analyze responses to tasks assigned by Director or Division Chief. Continually analyzes current work practices and suggests methods of improvement.
2. Perform the duties of a Contractor Officer Representative (COR) in support of the Contractor Officer Technical Representatives (COTRs) within the Directorate. Manages the development of the Statement of Work (SOW), the budget allocations and the period of performance for service, calibration, and equipment support contracts within the Directorate. Interfaces with multiple internal and external groups to ensure the timely execution of the supporting contracts. Supports the procurement of items through the GFEBS system and tracks the cost and delivery of those items. Interfaces with the Army Contracting Command (ACC) and the ATC Budget office, as required, in support of contracts and purchasing. Ensures a timely update of the Directorate yearly spend plan. Assists engineers and scientists with the development and management of the TDAP process.
3. Manages TMDE and vendor calibration of Directorate test equipment. Reconciles and corrects the Command Logistics calibration report. Oversees tracking of Directorate test equipment, to include implementation and execution of proper processes of Directorate tool cribs. Tracks the usage and maintenance of ATC owned and GSA leased vehicles within the Directorate. Assists and tracks hand receipt inventory of Directorate personnel.
Performs other duties as assigned.
Job Qualification
In order to qualify, you must meet the general minimum requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To be eligible, you must have, and your resume must describe, at least one year of specialized experience equivalent to the GS-09/NH-02 grade level.

Specialized Experience
One year of specialized experience at the next lower grade level (GS-08/NJ-02) which includes: experience in warehouse organization, body armor testing, and range residue disposition; processing all test items into, and out of, the light armor range complex; supporting labs that support body armor testing, and coordinate disposition of test items with test officers and management; knowledge and ability to use GFEBS in order to procure materials for the light armor complex; and managing inventory of consumable items using various inventory control systems.

Conditions of Employment
Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
This position requires temporary duty (TDY) travel up to 10% of the time.
