This NH-04, Supervisory Interdisciplinary Technical Director position is located within the US Army Test & Evaluation Command, Army Evaluation Center Analytics, Artificial Intelligence, and Digital Engineering Directorate (AAIDED Aberdeen Proving Ground, MD. 21005.
Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $176,300 including locality. Total salary cannot exceed executive level IV pay cap of $176,300. Where necessary, reduction in locality will be made to ensure Executive Level IV is not exceeded.
Job Responsibilities
Duties:
1. Product Review/ Support: Reviews/maintains technical quality of the directorate’s evaluation support and products throughout the planning, execution, and reporting of Army T&E programs. Ensures evaluation products are derived from all relevant data sources, are technically sound and accurate, present a balanced picture of system capabilities, and are reported in sufficient detail to meet the needs of Army Senior Leaders, decision makers and acquisition stakeholders. Reviews/maintains Department of Army (DA) and ATEC regulatory and policy adherence. Oversees cost, schedule, and performance of T&E efforts supporting acquisition programs, supervises development or staffing of products to support acquisition decisions, and ensures the quality and adherence to Department of Defense (DoD), DA , & ATEC directives, regulations, and policies of alL T&E products.
2. Technical Director / Advisor: Serves as a principal advisor to the AAIDED Director, AEC, and ATEC leaders and on a broad range of analyses for difficult-to-define, controversial, new, or novel systems/functions for the technical evaluation of a broad range of new, traditional and/or rapid acquisition systems and programs in support of Army modernization priorities. Assesses and provides strategic direction and resolution of mission-critical problems, policies, and procedures. Informs the Director on all matters in the technical/ scientific areas of ongoing programs involving operational and developmental T&E evaluations and ATEC’s support to Army experiments and exercises. Provides technical advice and recommendations to Directors, Division Chiefs, Evaluators, Advisors, and Analysts on technical matters involving analysis techniques, DOE, digital engineering, data analytics, M&S, and AI/ML used in Army T&E programs to support the evaluation of system effectiveness, suitability, survivability, safety and other ATEC assessments planning. Directs and manages the directorate’s support of all DA and Joint Services programs assigned to AEC. Provides technical guidance and advice on new tools and techniques in all technical areas of responsibility. Tracks status of programs and supervises development or staffing of products to support T&E and acquisition decisions. Ensures quality and adherence to DoD, DA, and ATEC directives, regulations, and policies of all T&E products. Directs and manages the policy, support and coordination for the application and accreditation of current and future M&S tools and capabilities for use in AEC evaluations. Directs and manages the policy, support and coordination for the application of DOE and other related statistical analysis methods. Assesses and provides strategic direction and resolution of mission critical problems, policies, and procedures. Represents the AAIDED Director, AEC and ATEC as required in technical venues. Represents the organization at program-related meetings, reviews, conferences and symposiums Effectively reports results through oral/written communications to Command and Senior Army and Department of Defense leadership (SES/GO). Interacts with senior leaders and their staff, combat and material developers, contractors, other service Operational Test Activities, and others to provide timely, comprehensive input to Milestone Decision Authorities.
3. Directs and coordinates the evaluation and the refinement of acquisition and T&E strategies for Army modernization programs and efforts. Provides direction and technical support to the T&E plans, analyses, and reports for all assigned systems and projects. Guides innovation and formulation of flexible and rigorous T&E strategies, concepts, methodologies, and techniques for assigned Army acquisition programs. Develops and proposes pilot programs to demonstrate new T&E procedures and methods.
4. Directly supervises federal employees and manages, through subordinate supervisors, the efforts of 30-40 professional civilians/support personnel. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops performance plans and rates employees. Interviews candidates for subordinate positions; recommends hiring, promotion, or reassignments. Takes disciplinary measures, such as warnings and reprimands. Identifies developmental and training needs of employees to maintain technical competency, provides and/or arranges for needed developmental and training.

- SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Serving as a subject matter expert (SME)/advisor in technical areas such as; statistical analysis, data analytics and artificial intelligence (AI); 2) Leading teams in achieving organizational and mission goals; 3) Overseeing the program planning for cost, schedules and performance; and 4) Communicating in written form and orally with senior leaders and higher echelons.
This definition of specialized experience is typical of work performed at the next lower pay band or grade/level in the federal service (NH‐03/GS‐13).
