Job Summary

  • This is a temporary assignment within ATC, Automotive Directorate – Combat Vehicles Division open to ATC employees at the NH-03 and NH-04 level, NTE 3 May 2025 (potentially extended). Employees must meet OPM basic qualifications for the following series: General Engineer (0801), Materials Engineer (0806), Mechanical Engineer (0830), Electrical Engineer (0850), Electronics Engineer (0855), General Physical Scientist (1301).

    PERIOD OF ASSIGNMENT - NTE 3 May 2025 (potentially extended)

     

    ***ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project.  Under AcqDemo, ATC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband.  Therefore, the salary for this position is subject to the NH-04 Non-Supervisory Senior Professional/Evaluator/Tester/Analyst control point and will be set no higher than $185,234, with locality.***

Job Responsibilities

  • Serves as the principal organizational authority in the areas of combat and/or tactical vehicle testing and technology innovation. Establishes major program objectives and guides organizational engineers, scientists, and technical personnel in efforts dealing with development, fielding, and automotive testing of manned and unmanned ground vehicles at the system and subsystem level. 
  • Evaluates work progress and accomplishments, recommends continuation, changes in approach or emphasis, or cessation of work, and coordinates integration of development programs for the organization.
  • Supports project managers in the planning, oversight, and execution of complex and advanced projects related to ground vehicle survivability/lethality. Identifies and documents project functional requirements, defines and organizes proposed project(s) into tasks and activities needed to address requirements identified, and schedules work to meet completion dates and technical specifications. 
  • Assesses organizational needs for testing of future ground vehicle requirements, identifies areas for exploration and/or further investigation, directs or executes studies into areas that have potential for furthering the organization’s mission, and uses study results to develop briefings, project proposals, and defend budgetary requirements for development and implementation programs. Investigates and develops new techniques for testing and evaluating ground vehicles and associated technology, applies theoretical knowledge of engineering in bridging the gap between individual components and total system(s) under test, and develops concepts to improve measurement technology and investigative methodology.
  • Provides technical consultations on future test methodologies and facilities needed for the most advanced, leading-edge automotive and weapon system platforms; defines technology requirements; and prepares and presents detailed technical and cost analysis briefings to higher HQ, DA, OSD, and congressional members on major initiatives related to modernization efforts. 
  • Reviews and analyzes DA long-range plans and technical forecasts; maintains constant surveillance of technical and scientific literature; and consults with key engineering and scientific personnel in higher HQ, DA, private industry, and academia to remain abreast of current developments in the state-of-the-art. Takes advanced formal training to remain current in multidisciplinary fields.

Job Qualification

  • Per ATEC 350-1: Employees must have completed 1 year of employment prior to applying for the temporary assignment.
  • Applicants will be excluded from participating in the program if they have been subject to formal disciplinary actions within the last 52 weeks.

Specialized Experience

Knowledge of combat and/or tactical vehicle operation to include automotive, fire control, and/or communication subsystems.

Knowledge of Test Center operations, procedures, and policies.

Skill in oral and written communications sufficient to convey authoritative information on DoD and DA combat and/or tactical vehicle test programs.

Ability to develop strategic plans of action that permit the test and evaluation of Army materiel under new conditions.

Conditions of Employment

  • This position requires temporary duty travel (TDY) away from its duty station approximately 25% of the time.
  • This position requires a drug test.
  • This position requires access to arms and ammunition and is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • Position requires incumbent participation in the Medical Surveillance Program per ATC REG 385-2.
  • Position requires, in the performance of duties related to the test and evaluation of item(s)/system(s) under examination, work in outdoor environments; the lifting of moderately heavy items; and the wear of safety/protective equipment. As a result, the completion of a pre-employment Physical Examination and an annual examination thereafter are required.
  • Position requires incumbent to wear Personal Protective Equipment (PPE) such as hearing protection, safety glasses, and steel toe shoes.
  • NH-03’s will be temporarily promoted to a NH-04; NH-04’s will receive no change in pay.
