PLACE OF WORK:

This NH-04 Management & Program Analyst position is located within the ATEC Headquarters with a duty location of Austin, Texas.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. ***Therefore, the salary for this position will be set no higher than $182,100 including locality for Austin TX. ***

Job Responsibilities

  • Serves as an Army Test & Evaluation Command (ATEC) integrated element  providing direct support to Army Futures Command (AFC). 
  • Serves as a senior analyst providing direct to align and adapt ATEC’s capabilities (enterprise tools, workforce, and infrastructure) and facilitate AFC initiatives
  • Incumbent ensures the Command General ATEC is postured to facilitate senior Army leader prioritization of efforts across the Army Modernization Enterprise (AME).
  • Performs analysis of past projects, compiles quantitative and qualitative data, and develops realistic procedures and policies for new projects and initiatives.
  • Represents ATEC in continuing relations between headquarters staff elements, subordinate test centers, international test agencies, industry and academia. Inspects subordinate test center programs as necessary to ensure compliance with policies and procedures.
  • Performs and directs others in performing special studies and preparing special reports. 
  • Serves as an authoritative advisor and ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Develops written reports to stakeholders for comments, approval, decision making and to convey strategic vision or organizational policies and programs.
  • Serves as expert advisor and consultant in assigned functional areas to other employees and program officials within the command and provides technical guidance to
    varied working group members.
  • Participates in meetings with internal staff and external representatives to determine program status, major milestones, identify roadblocks or problems and identifies and
    coordinates appropriate action required to meet mission objectives.

Conditions of Employment

  • Telework one or more days a pay period may be available depending upon the terms of the organization's telework policy. 
  • Remote work is not authorized.
  • This position has a training and certification requirement after employment begins. ATEC will provide access to all the Army training necessary for you to achieve certification.  This acquisition position requires Level II certification in the acquisition career field of Test & Evaluation (T); or, the incumbent must be able to obtain certification within 60 months of appointment.
  • This position requires the employee to occasionally travel away from the normal duty station up to 20% of the time. Must be willing and able to travel on military and commercial aircraft.
  • This position has been designated as “Mission-Critical Emergency Employee” for continuity of Government Operations(COOP). During periods of contingency operations incumbent may be required to work overtime or perform work from areas other than the primary duty location.
  • The incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. 
  • This position requires the incumbent to be able to obtain and maintain a Secret security clearance. A background investigation and credit check are required. Note: Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
