Job Summary

This position will provide position management and classification support to assigned organizations under various personnel systems. The employee will advise managers in exercising their delegated classification authority. The incumbent will explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.


The incumbent will also assist with coordinating program requirements with management and others. Review training requests from the acquisition workforce to ensure compliance with Army acquisition career management policies. The incumbent reviews and acquisition career personnel database to ensure applicants meet eligibility requirements for acquisition training. Implements the selection process for DAU training and ensures proper notification and funding documentation are forwarded to acquisition workforce members. The incumbent will work with the budget office to provide funding information for travel orders for the workforce members attending training.  

Job Responsibilities

Provide position management and classification support to assigned organizations under various personnel systems.

Provides advice to managers in exercising their delegated classification authority.

Explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.

Advise managers on the position classification process, the use of various classification references and automated tools. 

Defense Acquisition Workforce Development Fund (DAWDF) training and career development, recruitment, retention and recognition initiatives.

Monitor controls to prevent waste, loss, unauthorized use, or misappropriate of assets. Works in concert with senior analyst to develop, consolidate and prepare current and future years DAWDF funding proposals.

Coordinate with management and points of contact on Unfunded Requirements (UFRs) and responses to data calls and inquiries.  

Advise and guide subordinate elements in the execution of human resource management processes.

Develop and present information to senior leadership regarding program requirements, funded and unfunded initiatives, needed process improvements, and recommendations in the form of information papers and memoranda.

Job Qualification

Qualifications: In order to qualify, you must meet the education and/or experience requirements described below.  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience: Experience applying classification standards and guides to a variety of occupations and levels to analyze and determine proper classification of positions. 2) Experience preparing evaluation statements that clearly explain position classification rationale and 3) Provide assistance in reviewing documentation for submission of material requirements for acquisition systems.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-01.

Education: Four year course of study leading to a bachelor's degree.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
