Job Summary

The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign; provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.

   

**ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project.  Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. The NJ-03 Non-Supervisory Technician III control point of the ATEC Control Point Policy is monetarily equivalent to the GS-11 salary range and is set at $107,590**

Job Responsibilities

Performs surveyor duties as a journeyman Geodetic Technician for a Major Range and Test Facility Base (MRTFB) and serves under the supervision of the chief of the organizational segment to which assigned.

 

1. Geodetic Test Support: Provides a variety of geodetic technical services associated with the acquisition, analysis, processing, and computation of geodetic data. Primary among these services is the direct support of continuing weapons test programs. Incumbent surveys and marks the locations of support instrumentation such as, but not limited to, radars, tracking mounts, cameras, triggers and targets, as well as the weapon itself; calculates and surveys personnel and equipment safety fans, protective blast shields and bomb-proofs; determines azimuth of fire to meet safety requirements and assure quality of test data; advises test personnel concerning the selection of suitable test areas based on extensive testing support experience, geodesy equipment, and knowledge of test range infrastructure; identifies potential conflicts between ranges and other ongoing tests; and advises range operations upon discovery thereof.



Participates in planning conferences to determine test requirements, conditions relevant to tests to be conducted, accuracies required, and instrumentation coverage desired. Independently determines and plans specific methods, techniques, and equipment required for accomplishment of assignments. Studies requirements for geodetic data and determines reliability and quality of existing control data to support specific test programs. Resolves/ recommends the order of accuracy needed; explains the expected added costs and effects of first order work and what can be provided with a lower order and the degree of accuracy for the project. Reviews ballistic range and deflection, and other field data for completeness and accuracy. Ensures data is processed in a timely fashion and all geodetic data products are provided to the customer. Addresses and resolves errors or misunderstandings.



As necessary, provides descriptive, graphic, and mathematical analysis of geodetic data. Data is based on various datum’s and grid systems where the data origin is frequently vague, or has old survey work or new survey work added on, is fragmentary, or not of the accuracy required, and must be analyzed and evaluated to determine the geodetic adequacy as a basis for horizontal and vertical control. Based on results of analysis, conclusions are presented concerning geodetic elements of the new symbolizing control, designation of horizontal and vertical datum, and estimated geodetic accuracy of resultant data. Generally, this involves dealing with obscure status control data.
 


2. Geodetic Control: Determines the reliability and usefulness of both obscure status and clear status geodetic data in the execution and adjustment of geodetic surveys or the mathematical transformation of geodetic datum systems. Provides nonspecific mission support in the form of geodetic measurements such as boundary or perimeter surveys, aeronautical "compass rose" layouts, periodic airfield obstruction validation, and construction level surveys. This includes provision of daily reports, participation in safety assessments, manual labor in support of test support missions, and/or other topographic support assignments.



Establishes final grid and geographic coordinates for an extensive system of monuments, bench marks and control points. Maintains plots of survey control points and physical features of the ranges. Performs descriptions and mathematical analysis on data for control monuments with data based on various datum and grid systems. Analyzes and evaluates data to determine geodetic adequacy as a basis for extended horizontal and vertical control and provides conclusions concerning geodetic elements of new maps, symbolizing control, description of horizontal and vertical datum, and estimated accuracy of data. Applies and adapts special grid tables, engineering reports and test plans, various tables, ephemeris, and C&GS Issuance and technical manuals. Keeps abreast of geodetic developments; exchanges data; and coordinates operations through contact with other activities or agencies such as National Geospatial Intelligence Agency, US Army Topographic Engineering Center, National Geodetic Survey, and U.S. Geological Survey.

Specialized Experience

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience at the next lower grade level (GS-08/NJ-02).   

 

SPECIALIZED EXPERIENCE: One year of specialized experience at the next lower grade level (GS-08/NJ-02) which includes: 1) Using Cartesian coordinate systems to perform translations in a variety of coordinate systems (WGS-84, NAD-27, UTM, and Geocentric). 2) Utilizing geospatial data processing hardware and software such as AutoCAD, Cyclone, and Trimble business Center. 3) Operating communications equipment to include two-way or mobile radios, satellite systems, and cellular and standard telephonic devices. 4) Maintaining precision surveying equipment to include electronic and mechanical theodolites, total stations, robotic total stations, digital levels, high definition scanners (HDS), and geodetic grade GPS surveying systems.

Conditions of Employment

1. Position requires travel away from the normal duty station (up to 25% of the time).

2. Position requires participation in the Medical Surveillance Program.

3. Position requires a pre-employment physical, and annual physical of incumbent after entrance on duty.

4. Incumbent must be able to obtain and maintain a Secret security clearance throughout employment.

5. This is a Test Designated Position (TDP), requiring initial drug testing of the incumbent prior to entrance on duty, and random testing thereafter.

6. Incumbent must be able to attain and retain a license to operate government motor vehicles and equipment up to 26,000 pounds. This may include tactical military vehicles.
